C. PROJECT PROPOSALS: |
1 | Revised building plan proposal for addition/alterations regarding property bearing No. 1564-1578, Anil Market, and ward no. V, Marwari Katra, Cheera Khana, Nai Sarak. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting on December 19, 2024; specific observations were made.
- The revised building plan proposal received (online) at the formal stage was scrutinised, and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online) and the revised submission made, the following observations are to be complied with:
a) The Commission approved the proposal in its meeting on 19.12.2024 at the same address, where the plot size was recorded as 364.06 sqm. However, the proposal has now been resubmitted at the formal stage with a revised plot area of 463.91 sqm without any clarification or explanation for the deviation. Since the proposal is being resubmitted with increased plot size, the project report shall provide reasons for the increase in plot size and other related details to clarify the reasons for resubmitting it to the Commission.
b) The Commission noted the site conditions as shown in the previous and the current submission. Superimposed drawings showing the last approval by DUAC, highlighting the existing, demolished and proposed to be shown to provide clarity in the submission in a before (last approval) and after (current proposal) format. Also, dimensions are to be added to the drawings to explain the changes in the size of the site. A superimposed plan showing the previously approved plan and the current proposal to show the deviations and ensure complete documentation.
c) All submitted drawings, including plans, elevations, and sections, shall be correlated with each other and the 3D views.
d) An appropriate number of annotated site photographs showing the areas being retained/demolished and proposed are to be provided. The existing photographs of the site should match the submitted drawings showing existing parts of the building.
e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
f) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
g) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
- Overall, the submission lacks clarity and is incomprehensible; thus, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish pointwise incorporation & reply.

2 | Completion plans proposal in respect of New Girls’ Hostel building (Index no. 50) at IIT Delhi Campus, Hauz Khas. | |
- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans at its meeting held on November 22, 2005, and accepted the NOC for Completion at its meeting on October 18, 2017.
- The Commission took note of the e-mail sent by the proposal's architect vide their email dated 12.02.2025 indicating that:
“…….. With reference to the subject cited above, it is to mention that we have applied for the completion / occupancy application wide MCD Request ID – 10107035. Due to MCD online application system, this application has been forwarded to DUAC through default process. We did not intend to seek approval from DUAC again for New Girls Hostel – Himadri.
As the Completion plans of New Girls Hostel – Himadri has already been approved by DUAC and NOC given vide letter no. 58(12)2017 DUAC/1698 DATED 02.11 (Nov.)2017, hence it is requested to you that not to consider this application in the next agenda meeting……”

3 | Building plans proposal for additions and alterations to 1466-A Old 2891 to 2896 situated at Siriwalan, Hauz Qazi. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
- The building plans proposal (for the alterations at the ground floor (part) and addition of the basement, first, second and third floors) received (online) at the formal stage was scrutinised; the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) Since a new structure is added to an existing construction, the proposed structure shall be resistant to natural calamities like earthquakes, strong wind conditions, etc., to ensure the safety of the users.
c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
d) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

4 | Building plans proposal for addition/alteration to Seema CGHS Ltd. plot no. 7, sector-11, Dwarka. | |
- The DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission approved the layout and building plans proposal during its meeting on March 19, 2001, and subsequently accepted the NOC for Completion at its April 12, 2005, meeting. It also approved building plans for additions and alterations at its January 04, 2019, meeting.
- The Commission did not approve the building plans proposal for additions and alterations at its meetings held on October 24, 2024, November 07, 2024, November 21, 2024, December 05, 2024, December 19, 2024, and January 09, 2025, respectively; observations were given.
- The building plans proposal for additions and alterations (extension of bedrooms, dining room, the addition of store, addition and extension of balconies in blocks A, B, D and E, and extension of bedrooms, the addition of store, addition and extension of balconies, community facility under stilt in block – C and will be used as society office only.) received at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-22102422102, F. No. 22(102)/2024-DUAC dated 14.01.2025. Based on the replies submitted and the submission made, the following observations are to be complied with:
a) The proposal for additions and alterations to the group housing complex—including the extension of bedrooms, the addition and extension of balconies across all blocks, and a community facility under stilt in block C that will be used as society office only and storage on all floors of all blocks—has been resubmitted. The Commission noted that the case for additions and alterations does not account for or include the existing construction on the site about the proposed modifications only.
b) The Commission observed an error in the proposed parking plan: the community facilities overlap with the two-wheeler parking. This appears to be a drafting mistake, and it should be rectified. All parking provisions must comply with the applicable norms, guidelines, and regulations.
c) Since new areas are to be added to existing construction, the proposed structure shall be resistant to natural calamities like earthquakes, strong wind conditions, etc., to ensure the safety of the users.
d) The Commission observed that the site photographs show exposed rainwater pipes, outdoor air conditioning units, and temporary coverings, negatively impacting the building's aesthetics. Appropriate measures shall be taken to ensure these elements are concealed during additions/alterations and do not remain visible. This aspect will be reviewed at the NOC for the Completion stage.
e) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
f) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in. | | Approved. 8 | Proposal for building plans for a Commercial Complex at Parmeshwari Wala Bagh (Adjacent to Azadpur Metro Station), Model Town, New Delhi. (Conceptual Stage) | |
- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- The building plans proposal received (online) at the conceptual stage was scrutinised, and the following observations are to be complied with:
a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the authorisation letter from the owner appointing the architect and the architect's COA certificate was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.
b) The Commission could not consider the proposal due to insufficient information provided at the conceptual stage (as outlined in the checklist on the DUAC website). 9 | Building plans proposal in respect of the Nursing home at Plot no. 19, PSP Area, Sector A-7, Narela (for M/S Sanjeevani Health Care) (Conceptual stage) | |
- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- The building plans proposal received (online) at the conceptual stage was scrutinised, and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online) and the submission made, the following observations are to be complied with:
a) The Commission observed that while the proposal utilises the maximum permissible ground coverage of 30%, it is limited to a single floor (ground floor). Given that the maximum permitted FAR is 150, only a small portion—30%—has been utilised in the current submission. If a full FAR of 150 is proposed through vertical expansion in the future, the current design may not be able to accommodate the required parking, as it has not been accounted for in the present submission.
b) During discussions with the architect (online), it was stated that if a full FAR of 150 is proposed in future, the entire building would be demolished a basement would be constructed to accommodate the required parking following the relevant provisions of the Unified Building Bye-Laws 2016.
c) The Commission noted that future stakeholders of the site and building may be different from those currently, and it is also highly probable that population density will increase in the area over time. The owners/operators and architects may please reconsider using only proportionate portion of ground coverage as FSI and free up space for softer areas and also provide greater flexibility to accommodate future space requirements and basements.
d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
e) The Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
f) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

- The Commission approved the building plan proposal at its meetings on December 06, 2023, January 11, 2024, and January 25, 2024; specific observations were made. The Commission did not approve the revised building plans proposal at its meeting on January 30, 2025, observations were given.
- The revised building plan proposal received (online) at the formal stage was scrutinised, and a discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online) and the submission made, the following observations are to be complied with:
a) Materiality is to be explained in the 3D views with proper annotations.
b) The aesthetics of the facade should be improved.
c) The proposed toilets at the right corner do not have plumbing shafts, which may cause dampness or seepage on the external façade and thus mar the aesthetics. Also, the proposed windows do not look aesthetic as they face the road. It is instead suggested that Jaali screen a common plumbing shaft to ensure the pipes are concealed so they can be accessed in case of maintenance.
d) Appropriate mechanisms for screening outdoor air conditioning units must be ensured, and a comprehensive scheme explaining their location must be provided in the form of drawings and 3D views.
e) Rainwater disposal needs to be provided in detail. Utilities and services, including VRV systems, on the terrace should be appropriately screened and annotated in the aerial 3D views.
f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
g) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
h) All service equipment, rainwater pipes, water tanks, DG set, DG exhaust pipes, transformers, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
