1Building plans proposal for additions and alterations to 58-59 (Half portion) (West portion), Church Mission Road, Gandhi Gali Fatehpuri.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal (for the alterations at the ground, first and second floors and the proposed third floor) received (online) at the formal stage was scrutinised; the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) Since a new structure is added to an existing construction, the proposed structure shall be resistant to natural calamities like earthquakes, strong wind conditions, etc., to ensure the safety of the users.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

d) It was noted that the word terrace is mentioned in the second-floor plan, which appears to be a misprint.

e) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

f) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

g) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

2Revised Layout and Building plan proposal in respect of Residential Group Housing at plot no.7, Court Road, Civil Lines including reconstruction of collapsed heritage structure.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting on October 20, 2022, but did not approve the revised proposal at its meeting on January 16, 2025; specific observations were made.
  3. The ‘Residence at Court Road, Rajpur Road’ is a listed Grade-III heritage building at Serial No. 8 in the Gazette notification no. F. No. 7 (367)/227/2002/UD/841 dated February 25, 2010, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  4. The revised layout and building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-19102223068, F. No. 23(68)/2022-DUAC dated 23.01.2025. and the following observations are to be complied with:

a) Upon observation, it was noted that the cross element proposed in the ventilators of the monument-marked building does not appear to be part of the original structure. It shall be removed as it may collect dust and bird droppings and may have maintenance issues.

b) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. Nevertheless, the architect or proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. It is of utmost importance that all parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

3Building plans proposal for additions and alterations in 1204 to 1207, Bazar Maliwara, near Moti Bazar, Chandni Chowk.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans for additions and alterations at its meetings held on June 20, 2024, and January 02, 2025, respectively; specific observations were made.
  3. The revised building plans proposal received (online) at the formal stage was scrutinised, along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-13062427129, F.No. 23(129)/2024-DUAC dated 09.01.2025.  Based on the revised submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

  2. The building plans proposal received at the formal stage was scrutinised, and the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal received (online) at the formal stage was scrutinised, and the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

b) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

c) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

6Revised Building plans proposal in respect of Plot no. 2, Wazirpur District Centre, NSP, New Delhi.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its September 20, 2017 meeting. However, due to the lack of documentation, the Commission did not consider and returned the revised proposal at its meeting on February 13, 2025.
  3. The revised building plans proposal (four basements, Ground + Mezzanine + 25 floors) received (electronically) at the formal stage was scrutinised, and a discussion was held with the architect (online) on Cisco WebEx meetings, during which clarifications were provided to the Commission's queries. Based on the discussion held (online) and the revised submission made, the following observations are to be complied with:

a) The Commission observed that the work on the site has started. The architect stated that it is being carried out based on the previous formal approval granted by the Commission. The current submission pertains to revisions, including proposed height, elevations, and 3D views, among other aspects.

b) It was observed that the submission lacks clarity regarding the reasons for resubmitting the proposal in relation to the previous formal approval. Since the submission is at the formal stage, it is required that all relevant details are clearly presented in the project report. This should include superimposed drawings showing the last DUAC approval, with existing and proposed elements highlighted, to provide clarity in a "before" (previous approval) and "after" (current proposal) format including plans, elevations, sections, and 3D views etc. Additionally, dimensions must be included in the drawings, and a superimposed plan should be provided to show deviations between the previously approved plan and the current proposal, ensuring comprehensive documentation.

c) As some parts of the building, including the basement, have already been constructed, photographs should be submitted to substantiate their construction and understanding of the proposal.

d) A discrepancy was noted in the formal submission, as the submitted elevation does not align with the plans, indicating inconsistency. Revised and corrected drawings should be submitted to ensure coherence in the submission at the formal stage.

e) The submission lacks details of the Swachh Bharat toilet, including all side 3D views, plans, sections, and all side elevations. The toilet shall be provided as per the guidelines in the Unified Building Byelaws 2016.

f) The details of parking, including the provision for double-stacked parking, must be clearly specified in the relevant drawings, plans, and sections to ensure clarity in the submission. All parking provisions must comply with the applicable norms, guidelines, regulations, and other requirements.

g) The Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

h) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

8Completion plans proposal in respect of EWS tower (A3, D2, D3 & F1) in situ development project at Kathputli Colony near Shadipur Depot.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meetings held on January 15, 2014, January 29, 2014, and February 05, 2014, respectively. The revised layout and building plans proposal was approved in the meetings held on January 09, 2018, and September 04, 2019; specific observations were given. The Commission approved the revised building plans proposal (revisions in EWS) at its meeting on December 16, 2021; specific observations were given.
  3. The Commission did not accept the NOC for Completion (EWS tower (A3, D2, D3 & F1)) at its meeting on January 02, 2025, observations were given.
  4. The proposal for NOC for completion (Part: EWS Tower A3, D2, D3, & F1) received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-27122448052, F.No. 48(52)/2024-DUAC dated 09.01.2025. Based on the drawings, documentation, and photographs submitted the proposal for NOC for Completion (Part-EWS Tower A3, D2, D3, & F1) was accepted.

Building plans proposal in respect of residential Group Housing building at plot no.3, Maharaja Lal Lane, Civil Lines. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the concept of building plans proposal at its meeting on February 06, 2025, observations were given.
  3. The building plans proposal received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) The proposal is for building with basement and G+2 floors with 20 independent units.

b) Although the submission is at the conceptual stage, the quality of the 3D views is inadequate. They appear overly sketchy, not interpret scale, proportion, and materials. Annotated 3D views from multiple angles with improved rendering and enhanced clarity, clearly specifying the materials to be used on the façade, shall be provided.

c) The Commission observed that the design lacks careful planning, resulting in multiple negative spaces on the site that could become unused areas and pose maintenance issues. The design and layout should ensure that no negative spaces or inaccessible corners are created, preventing them from becoming redundant. A revised layout, integrating open spaces with the built form, should be submitted to ensure a balanced design that provides safety and privacy and maintains both urban and environmental aesthetics.

d) The layout shows two units adjoined side by side, with double wall which appears to be a wastage. Alternate options to be provided whereby common walls can be designed more rationally, thus saving space and ensure effective design.

e) In many units, provision of plumbing shafts is missing in the toilets. All kitchen, toilet and terrace pipes to be concealed appropriately in shafts to ensure they do not mar the façade. The shafts to be screened by jaalis matching with the materiality of rest of the proposed building.

f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

g) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

h) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal could not be reviewed judiciously due to the lack of clarity, detailing and incomprehensiveness in the submission received at the Conceptual stage. The architect is advised to address all the Commission's observations and submit a detailed response, incorporating each point raised by the Commission in a clear and point-by-point manner.

Building plans proposal in respect of Commercial Complex at Parmeshwari Wala Bagh (Adjacent to Azadpur Metro Station), Model Town (for Aggarwal Plaza pvt. Ltd.) (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the concept of building plans proposal at its meeting on February13, 2025, observations were given.
  3. The building plans proposal received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

'The conceptual suitability is only with reference to the mandate of the Commission. Layout and building plans proposal in respect of Group Housing at Block B, Sector-32, Rohini. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The layout and building plans proposal received (online) at the conceptual stage was scrutinised, and the following observation is to be complied with:

a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the architect's COA certificate along with the Authorization from the owner appointing the architect for the project was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

  1. The Commission did not consider the proposal due to a lack of information at the Conceptual stage (as per the checklist available on the DUAC website). Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal.

  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting on December 19, 2024, but did not approve the revised building plans for additions and alterations at its meeting held on February 13, 2025; specific observations were made.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-18122423148, F.No. 23(148)/2024-DUAC dated 18.02.2025. Based on the submission made, the following observations are to be complied with:

a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. Nevertheless, the architect or proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the proposal's completion stage. It is of utmost importance that all parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
