C. PROJECT PROPOSALS: |
1 | Completion (Part) plans proposal for Addition/Alterations in respect of Motel building on Khasra No. 51/1 min, 51/10 min, 51/26 min, 52/6 min situated at village Bakoli. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plan proposal for additions and alterations at its meeting on March 15, 2022; specific observations were made. The Commission did not accept the NOC for Completion (part) at its meetings held on June 05, 2024; January 16, 2025; and February 27, 2025, respectively; specific observations were made.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised, along with the reply submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. OL-04062449019 dated 05.03.2025. Based on the submission, including documentation, drawings, and photographs, the proposal for the completion of NOC is accepted only for addition/alteration approved at the formal stage in Commission’s meeting held on March 15, 2022 in addition to the areas marked as ‘deviated additional area’ received in the current proposal.

2 | Building plans proposal in respect of Nursing home at Plot no. 19, PSP Area, Sector A-7, Narela (for M/S Sanjeevani Health Care) | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission accepted the concept of building plans at its meeting on March 20, 2025; specific observations were given.
- The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no. OL-19032527018, dated 26.03.2025, and a discussion was held with the architect on Cisco Webex meetings, who provided clarifications to the queries of the Commission. Based on the discussion held online and the submission made, the following observation is to be complied with:
a) The Commission observed that the addition of toilets has been proposed without adequate consideration for plumbing arrangements. Properly designed plumbing shafts should be incorporated to ensure that pipes remain concealed and do not compromise the overall aesthetics of the building. Similarly, the submission lacks clarity regarding rainwater discharge provisions, including screening rainwater pipes. Detailed plans illustrating the placement of rainwater pipes within designated shafts and appropriate screening mechanisms should be provided to ensure they remain hidden and do not negatively impact the building's visual appeal.
- The architect is advised to adhere to all the above observations and furnish pointwise incorporation and reply.

3 | Building plans proposal in respect of Kalagram Centre for Cultural Resources and Training at 15-A, Sector-VII, Mall Road, Dwarka. | |
- The CPWD forwarded (online) the proposal for consideration by the Commission.
- No record of approval (formal) taken has been found in the Commission’s available record. The Commission did not approve the proposal regarding Kalagram Centre for Cultural Resources and training at its meeting held on December 12, 2024 and February 06, 2025, respectively; observations were given.
- The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no: OL-29012562007 dated 12.02.2025. Based on the replies submitted and the revised submission made, the following observations are to be complied with
a) The proposal is for the new construction of 12 training huts cum workshop space for the display of handicraft items, an open-air amphitheatre (seating capacity – 400), a training area and guard rooms.
b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
d) All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in. | | Approved, observations given. | | The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting. |

4 | Building plans proposal for Additions and alterations to an Office building on plot no. 11-A, Rouse Avenue. (Conceptual stage) | |
- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- The building plans proposal for additions and alterations received (online) at the conceptual stage was scrutinised, and the following observation is to be complied with:
a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the architect's COA certificate along with the Authorization from the owner appointing the architect for the project was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.
- The Commission did not consider the proposal due to a lack of information at the Conceptual stage (as per the checklist available on the DUAC website). Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal.
