C. PROJECT PROPOSALS: |
1 | Completion plans proposal in respect of SEIL Head Office Plot no.26, DDU Marg. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting on October 30, 2019; specific observations were made.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised and the Commission intended to discuss with the architect (online), but he was not available for discussion (online). Based on the submission made, and the unavailability of the architect for discussion (online), the following observations are to be complied with:
a) The proposal has been received for the Completion of a building with 2 basement levels + Stilt + 6 floors.
b) The site photographs submitted shows that the building’s aesthetics and finishing are inconsistent with the materiality and design shown in the approved 3D views. Furthermore, the façade does not align with the elevation formally approved by the Commission in its meeting held on October 30, 2019. The 3D views submitted also differ from those previously approved, resulting in a mismatch. To facilitate review for the NOC for Completion, the architect is required to submit a revised proposal that includes ‘Before’ images (i.e., approved 3D views) alongside ‘After’ images (i.e., current site photographs of the completed structure), ensuring proper comparison and clarity.
c) The submitted site photographs indicate the construction is incomplete. To ensure a comprehensive and final submission, all pending works, including plaster finishing, installation of door and window frames and glazing, internal roads, landscaping, and completion of the gate and boundary wall, must be completed.
d) View Nos. 6 and 7 in the submission depict a framed structure supported on hooks; however, its purpose remains unclear.
e) Site photographs of the areas, including the basement showing parking provision, terrace photographs, installed solar panels, works of art, boundary wall, and gate, are missing. To ensure complete documentation for the proposal at the Completion stage, the architect shall submit uncut and updated site photographs of all areas.
- Overall, the proposal received at the Completion stage is incomplete and lacks coherence and clarity; therefore, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

2 | Completion plans proposal in respect of Oncology Block at Block C & D, Max Hospital, Shalimar Bagh. | |
- The DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission approved the layout and building plans proposal (Main block: two Basements + Ground + 9 floors) at its meeting held on October 14, 2009, and subsequently accepted the NOC for completion at its meeting held on July 25, 2012.
- The Commission approved the building plan proposal for additions/alterations (addition of Oncology Block: 2 Basements + Ground + 12 floors) at its meeting held on December 16, 2015, and accepted the NOC for completion (addition of Oncology Block: 2 Basements + Ground floor) at its meeting held on April 18, 2018, specific observations were given.
- The Commission approved the building plan proposal for additions/alterations in the Oncology Block (addition of first to eleventh floors over the existing ground floor & two basements) at its meeting held on November 11, 2022, specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised, and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the submission, including documentation, drawings, and photographs, and the discussion held, the proposal for the completion of NOC (part-for addition/alterations approved in 2022) is accepted.

- The DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission approved the building plan proposal at its meeting held on June 21, 1996, specific observations were given. The revised building plan proposal for additions/alterations (addition of a lift from ground to the fourth floor, administrative area on the second floor, proposed fourth floor above) received (online) was approved by the Commission at its meeting held on February 10, 2022; specific observations were made.
- The proposal for NOC for completion (Part-for addition/alterations approved in 2022) received (online) at the completion stage was scrutinised, and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the submission, including documentation, drawings, and photographs, and the discussion held, the proposal for the completion of NOC (for addition/alterations approved in 2022) is accepted.

- The Commission approved the building plan proposal for additions/alterations at its meeting held on February 9, 2018, specific observations were given.
- The proposal for NOC for completion (Part-for the additions/alterations approved in the year 2018) received (online) at the completion stage was scrutinised. Based on the submission, including documentation, drawings, and photographs, the proposal for the part-completion of NOC (for addition/alterations approved in 2018) is accepted.

5 | Completion plans proposal in respect of Multi level Car Parking (MLCP) Package -9B at Redevelopment of GPRA Colony Sarojini Nagar. | |
- The NDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the proposal for the Redevelopment of GPRA Colony, Sarojini Nagar at its meeting held on January 17, 2020; observations were given. The Commission did not accept the NOC for Completion (MLCP Package -9A) at its meeting held on March 13, 2025, observations were given.
- The proposal for NOC for completion (Part – MLCP) received (online) at the completion stage was scrutinised. Based on the submission, including documentation, drawings and photographs, the following observation is to be complied with:
a) The proposal has been received as MLCP PKG 9B in the online proforma whereas, in the drawings it is mentioned as 9A; thus, showing discrepancy in the submission. Proposal being at the completion stage it shall be clarified in the revised submission and correlated in both the proforma and drawings.
b) Previous observations from the Commission’s meeting dated 17.01.2020 have not been complied with, which stated:
“…v. All service equipment, solar panels, etc. at the terrace and all other levels should be camouflaged (as per point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org....”
It was observed from the submitted photographs that the services including pipes are visible on the façade; the same to be screened appropriately to ensure they do not mar the urban and environmental aesthetics.
c) The submitted photographs do not provide clarity about the boundary wall and gate details as cropped photographs with temporary structures have been submitted. Uncut and updated photographs, showing all details including gate, boundary wall, landscaped greens, access roads without debris and temporary structures including GI Sheets to be submitted at the Completion stage to ensure complete submission.
- Overall, the proposal received at the Completion stage is incomplete and has discrepancies, therefore, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations including observations furnished in letter no. OL-20121924039 dated 23.01.2020 and furnish pointwise incorporation and reply.

- The DDA forwarded the proposal (online) for consideration by the Commission.
- The Commission accepted the concept of building plans at its meeting on February 20, 2025; specific observations were given.
- The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no. OL-18022527010, dated 25-02-2025. Based on the submission made, the following observation is to be complied with:
a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
b) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.
c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level which is also visible from outside, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
d) The DG exhaust tower, visible in the submitted 3d views is suggested to be screened with vertical green cover to ensure it does not mar the urban and environmental aesthetics. All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in. | | Approved.
