C. PROJECT PROPOSALS:

1Revised buildings plans proposal in respect of Commercial cum Residential building at Plot no.  2763, 2764 & 2765, Kashmere Gate.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on September 26, 2024 and November 07, 2024, respectively, observations were given.
  3. The Commission approved the building plans proposal at its meeting held on December 5, 2024; observations were given.
  4. The revised building plans proposal (for Commercial-cum-Residential building) received (online) at the formal stage was scrutinised along with the submission approved (formal) by the Commission communicated vide DUAC Observation letter no: OL-03122423011 dated 12.12.2024. Based on the earlier approved submission and the revised submission made, the following observations are to be complied with:

a) The revised building plan proposes a basement + Ground + 3 Upper Floors, with the ground and first floors designated for commercial use, and the second and third floors allocated for residential purposes.

b) The Commission noted that the previously approved submission, finalized after three reviews, reflected a well-considered façade design in terms of architectural vocabulary, elements, form, proportions, and parking. In contrast, the current submission lacks justification for major changes, with the façade completely altered across all key aspects. The revised design was found to be not aesthetically resolved than the earlier one, and it was therefore recommended to revert to and further develop the approved façade.

c) As this is a revised submission, the comparison sheets (earlier approval and the revised proposal) are missing and should have been included to compare the current proposal with the previously approved layout.

d) Similarly, the basement plan lacks clarity and essential details such as vehicular movement, parking locations, number of spaces, and stack parking areas. The absence of structural layout further affects assessment of parking feasibility and circulation. A detailed basement plan showing vehicle movement, parking count, and complete structural arrangements across all levels must be submitted to assess the building’s functionality.

e) The previously approved submission included detailed information on surface parking provisions on the rear portion of the complex. In contrast, the current submission lacks essential details such as the location of parking areas, their functionality, entry and exit gates, and vehicular movement patterns within the site. The revised submission must incorporate all these parking-related details and ensure they are reflected in both the floor plans and 3d views.

f) The floor plans of the 2nd and 3rd floors with residential activity show two bedrooms without attached toilets and lack a common toilet. The layout has been designed without much thought; thus, basic facilities are missing or inappropriately designed. It shall be ensured that a common toilet is provided to cater to rooms without attached toilet facilities.

g) Detailed plans illustrating the placement of rainwater pipes within designated shafts and appropriate screening mechanisms should be provided to ensure they remain hidden and do not negatively impact the building's visual appeal. All plumbing pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

h) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

i) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the revised proposal received at the formal stage lacks clarity, is incomplete and is incomprehensible, thereby the Commission could not appreciate the proposal judiciously. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

2Revised building plans proposal for Addition/Alteration in respect of Commercial building at 2789 and 2790, Lothian Road, Kashmere Gate, Delhi.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on May 05, 2022; specific observations were given.
  3. The revised building plan proposal (for Commercial use) received (online) at the formal stage was scrutinised along with the submission approved (formal) by the Commission, communicated vide DUAC Observation letter no: OL-11052223027 dated 19.05.2022. Based on the earlier approved submission and the revised submission made, the following observations are to be complied with:

a) The revised building plan proposes a basement + Ground + 3 Upper Floors, with all the floors allocated for commercial purposes.

b) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements, which will be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

d) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) All water tanks, rainwater pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, etc., should be camouflaged appropriately (in terms of points 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

3Completion plans proposal with respect to the New Annexe to Arunachal Bhawan, plot no. 9, Sector-13, Dwarka.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting on October 16, 2020; specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meetings held on December 12, 2024 and January 30, 2025; specific observations were given.
  4. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no:  OL-09122458044, 58(44)/2024-DUAC dated 04.02.2025. The Commission noted that the proposal has not been approved (formally) by the Commission. However, the architect has shared the approval letter (MCD file no: 10078641 dated 06.01.2021) from the local body, i.e., MCD. Based on the submission, including approval letter (formal) from MCD, documentation, drawings, and photographs, the proposal for the completion of NOC is accepted.

4Buildings plans proposal in respect of Residential cum Commercial building, 4301, 4302, 4303 and 4309, plot no. II, Kothi No. 3, Ansari Road, Darya Ganj.
  1. The South -DMC forwarded (online) the proposal for consideration by the Commission.
  2. The building plans proposal for residential cum Commercial building received (online) was scrutinised, and the following observations are to be complied with:

a) The building plan proposal proposes a basement, a stilt, a Ground floor, and three Upper Floors. The basement and stilt shall be used for parking, the ground floor for offices, and the first to third floors for residential purposes.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

d) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of Nursing home at Plot no. 19, PSP Area, Sector A-7, Narela (for M/S Sanjeevani Health Care)
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of building plans at its meeting on March 20, 2025; specific observations were given. The Commission did not approve the building plan proposal at its meeting held on April 9, 2025, specific observations were given.
  3. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. OL-07042523157, 23(157)/2025-DUAC dated 11.04.2025. Based on the replies submitted, and the submission made, the following observation is to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

b) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

c) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

  3. The building plans proposal received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC observation letter no: OL-20032523007 dated 01.04.2025. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) The building plan proposal proposes a basement, a stilt, a Ground floor, and three Upper Floors. The basement shall be used for household storage, stilt for parking, the ground floor & three upper floors for residential purposes.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

7Building plans proposal in respect of Residential building at 4277, Gali No.3, Ansari Road, Darya Ganj.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The building plans proposal for residential building received (online) was scrutinised, and the following observations are to be complied with:

a) The building plan proposal proposes a basement, a stilt, a Ground floor, and three Upper Floors. The basement shall be used for household storage, stilt for parking, the ground floor & three upper floors for residential purposes.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

c) The solar panels appropriately placed so as to receive maximum sun direction and shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

d) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

8Revised layout and building plans for additions and alterations in respect of Daffodils CGHS Ltd. at plot no. 36, Sector-6, Dwarka.
  1. The DDA forwarded the proposal (electronically) for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal during its January 12, 1996, meeting. It also approved building plans for the Community Hall and a security guard at its March 04, 1999, meeting and subsequently accepted the NOC for Completion at its December 18, 2002, meeting.
  3. The Commission did not approve the building plan proposal at its meeting held on March 27, 2025; specific observations were given.
  4. The revised layout and building plans proposal for additions and alterations (extension of bedrooms, living and dining room, addition of study, toilet, balconies) received (electronically) at the formal stage was scrutinised along with the replies submitted to the previous observations of the Commission communicated vide DUAC letter no. OL-24032522111, 22(111)/2025-DUAC dated 02.04.2025. Based on the replies submitted and the submission made, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

b) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

9Revised Layout and building plans proposal in respect of New Hostel building for School of Engineering & Atal Bihari Vajpayee School of Management & Entrepreneurship (SOE & ABVSME) at JNU Campus.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. Earlier, the Commission approve the building plan proposal (Formal) part of the existing complex of (JNU) at its meeting held on 04-June-2020 specific observations were given.
  3. The revised layout and building plans proposal for a new Hostel building (Hostel Wing A and B) for SoE and ABVSME at JNU Campus received (online) stage was scrutinised, and the following observations are to be complied with:

a) The proposal is for building of hostel block (Hostel Wing A and B) with height of G+11 floors.

b) The proposed design shows all requisite parking requirement of the proposal are provided on the surface, which is not appreciated by the Commission. It shall be ensured that maximum parking provision be provided in the basement (double/triple stack) to accommodate the current and future parking requirement. The freed-up space after removing surface parking to be converted into landscaped open green to avoid environmental issues like urban flooding.

c) The proposed 3d views show a grey band running above the third floor whose materiality is not shown. Revised, annotated 3d views showing details of materiality on the façade along with material palette sheet to be submitted to better explain the design scheme.

d) The ground floor plan shows huge space allocated for dining, but its details including capacity are missing. A detailed scheme for the dining area including its furniture layout, solid waste management plan, logistics etc. to provide detailed information regarding the kitchen and dining area. 

e) Details of service floor not provided in the submission which illustrate the movement and functioning of services including fire, air-conditioning, plumbing etc. 

f) Provision of pantry facility for students to be provided on each floor, at suitable locations, to ensure basic provision of heating food, tea/coffee is available in the hostel building.

g) The proposed balconies shall have appropriate provisions for drying clothes and their screening mechanisms must be planned at this stage and incorporated in the drawings and 3D views for the Commission’s review.

h) The Commission understands that the proposal has been designed without considering the hostel building's air-conditioning requirements. However, future additions may necessitate air-conditioning installations, which could negatively impact the building’s façade. To prevent this, provisions should be incorporated at this stage to accommodate outdoor units without compromising aesthetics. A detailed scheme illustrating their placement, screening, and materials should be submitted through plans, elevations, and 3D views.

i) Details of terrace/open gym shall be provided in the submission i.e. functioning, equipment’s, access points etc. to provide clarity regarding it’s use.

j) Location of services including DG, its exhaust pipes are to be clearly marked in the submission along with their screening mechanism. The submission drawings of the service blocks to be provided along with the 3D views.

k) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

l) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

m) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), which is available on the DUAC website at www.duac.org.in.

10Building plans proposal in respect of Redevelopment plans for M/s Hindustan Service Station (HPCL Retail Outlet), plot no. 4A5, District Centre-II, Sector-12, Rohini.
  1. The DDA forwarded the proposal (electronically) for consideration by the Commission.
  2. The Commission did not approve the building plans at its meetings on March 06, 2025 and April 3, 2025, respectively; observations were given.
  3. The revised building plans proposal received (electronically) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. OL-28022522108 dated 11.04.2025. Based on the replies submitted, the revised submission made, and the following observations are to be complied with: 

a) The Commission observed that solar panels have been installed on only a limited portion of the office terrace. It was suggested that the substantial vacant area on the larger terrace above the fuel dispensers be effectively used for additional panel installation to optimise solar energy utilisation.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

11Completion plans proposal in respect of Plot no.1, Rajesh Pilot Marg.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting on July 15, 2015; specific observations were made.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs, the proposal for NOC  for completion is accepted.

12Revised Layout and Building plans proposal for addition and alterations in respect of Community Centre (Commercial Complex) at Plot no-SU, Sector -22, Rohini.
  1. The DDA forwarded the proposal (electronically) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on May 11, 2023, specific observations were given, and approved the building plans proposal at its meeting on May 18, 2023; specific observations were made.
  3. The revised building plan proposal for addition and alterations (New Commercial Block 02 (03B+G+23 floors)) received (electronically) at the formal stage scrutinised along with the submission approved (formal) by the Commission communicated vide DUAC Observation letter no: OL-17052322039 dated 23.05.2023. Based on the earlier approved submission and the revised submission made, the following observations are to be complied with:

a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements, which will be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

b) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

13Completion plans proposal (Part) in respect of ITC Hotel at Plot no. 3, District Centre, Sector -10, Dwarka.
  1. The DDA forwarded the proposal (electronically) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on 03-January-2008, the revised building plan proposal was approved in the Commission meeting on 28-April-2010. The NOC for the completion plan proposal was approved in the meeting held on 24 November 2010.
  3. The building plan proposal for additions/alterations (addition of lifts and covering of terraces) was approved in the meeting held on 26 October 2016. The Commission approved the building plans proposal for additions and alterations at its meeting held on June 25, 2021; specific observations were made.
  4. The proposal for NOC for part completion received (electronically) at the completion stage was scrutinised. Based on the submission made, the following observations are to be complied with: 

a) The proposal pertains to a part-completion of additions/alterations approved in 2021. However, it lacks clarity, as the floor plans and 3D views do not distinctly indicate the areas for which part-completion is sought. This renders the submission incomplete and ambiguous. The architect must clearly mark and annotate the specific areas requiring part-completion on the approved floor plans, elevations, sections, and 3D views. Additionally, these details should be clearly stated in the project report to facilitate a comprehensive review by the Commission.

b) The Commission observed from the submitted photographs that the site work appears to be incomplete. Visible signs include scaffolding on the facades, construction materials scattered around the premises, unfinished flooring, and façade painting. For the issuance of the NOC for Completion, all site works must be fully completed—this includes façade treatment, installation of fixed doors and windows on all facades, landscaping, boundary wall construction, and gate installation.

c) The submission lacks the complete documentation required at the NOC stage. Missing elements include the duly filled proforma, photographs of the basement (including parking provisions), work of art, and terrace showing installed solar panels. To ensure completeness, the revised submission must include uncut and up-to-date site photographs covering all the aforementioned areas.

d) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections, etc., over the actual built structure on the site, existing and proposed changes made in the design from the approval (by DUAC), to understand the extents of internal deviations as well as external changes made with respect to the sanctioned plan, if any.

e) For a better understanding of the proposal, side-by-side photographs of the constructed building blocks ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ are to be provided.

  1. Overall, the proposal received at the Completion stage is incomplete and lacks clarity, and thereby, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

Building plan proposal for addition/ alteration in respect of Delhi Public School, Sector-12, R.K. Puram. (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission earlier approved the revised layout plan at its September 2, 2015, meeting.
  3. The building plans proposal received (online) at the conceptual stage was scrutinised, and the following observations are to be complied with:

a) The proposal is for a new building with a basement + G + 4  building containing 78 classrooms.

b) Since the proposed building is a part of an existing scheme, to ensure clarity at formal stage, it shall be ensured that complete 3d view showing details of access roads, landscaped greens and other proposed details be shown in the 3d views superimposed in the existing context are submitted to better explain the proposed scheme and its elements.

c) As observed by the Commission, the elevational façade has multiple architectural elements and materials whose details and fixing are not clear in the submission. It shall be ensured that details of materiality and fixing details are shown through material palette and skin sections, respectively, to be shown in the submission at the formal stage. Also, it is suggested that materials like HPL cladding be replaced with long-lasting and natural materials like stone to ensure low maintenance.

d) The submission at the formal stage shall include Details of the landscape plan, including particulars of planted and existing trees, ground levels, and the types of species proposed. These details must be provided at an appropriate scale, following Point No. 6 of the CPAA (Criteria for Project Assessment and Approval) available on the DUAC website (www.duac.org.in).

e) A separate plan showing details of plumbing along with their screening mechanism to be shown in the submission at the formal stage.

f) It is suggested to cover the ramp leading to the basement at this stage, to ensure that rainwater does not flow into the basement. The same maybe revised in the submission including floor plans and 3d views at the formal stage.

g) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

h) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations in the next submission (formal stage) and furnish a pointwise incorporation and reply.

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.
