C. PROJECT PROPOSALS: |
| 1 | Building plans proposal in respect of a Residential building at plot no. 4424-4/7, Plot No.-4, Gali no. 7, Daryaganj. | |
- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
- The building plans proposal received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings and photographs, and the discussion held, the following observations are to be complied with:
a) Discrepancies were found in the submission, i.e., the front elevation and the 3D view do not match, including the staircase windows shown in the 3d views. It shall be ensured that coordinated plans, elevations, sections, and 3D views are to be provided to ensure a coherent submission.
b) The submission lacks details regarding the materiality. It shall be ensured that the 3D views are appropriately annotated to indicate the materiality of the façade.
c) The design of the staircase window resembles that of a bedroom window, i.e., with openable shutters and jaali. Appropriate designs for staircase mid-landing windows are to be provided to match the façade aesthetics.
d) The proposed solar panels shown on the terrace are enclosed within jaali screening on all sides, which is likely to reduce their efficiency. It shall be ensured that the solar panels are oriented in accordance with the solar path and are not enclosed from all sides, so as to enable their optimal functioning.
e) Sunken slab has not been shown in the toilet section; may be shown in the revised submission based on the design.
f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
g) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
h) Provision of air-conditioning units on the terrace/balcony is missing in the submitted drawings. All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
- Overall, the proposal received at the formal stage has discrepancies, lacks clarity and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

a) The submitted floor plans show the provision of 4-inch rainwater pipe through the beam, the structural safety of the building to be ensured by the concerned local body. It shall be ensured that rainwater and other plumbing pipes are provided in the shaft.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

- The NDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not approve the building plans for additions and alterations at its meeting on September 25, 2025; observations were given.
- The building plans proposal for additions/alterations received (online) at the formal stage was scrutinised, along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no. OL-17092524022. Based on the submission made, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing built construction at the site. This concerns the proposal for additions and alterations only.
b) The entire proposal shall adhere to all the norms/regulations of the prevailing LBZ guidelines. All parking provisions shall comply with all applicable norms/guidelines/regulations, and other relevant requirements.

- The Commission approved the building plans in respect of TDI Group Housing at its meeting on April 13, 2020; observations were given.
- The revised building plans proposal for Group Housing (Godrej Connaught One) received (online) at the formal stage was scrutinised and a detailed discussion was held along with a presentation made to the Commission by the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made including drawings, documentations, and photographs, etc, the discussion held, and the presentation made, the following observations are to be complied with:
a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. The architect or proponent must ensure the proper implementation of these arrangements on-site, which shall be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
b) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
