C. PROJECT PROPOSALS:

1Proposal in respect of Integrated plan for Shifting of Services (New Service Block) at Rashtrapati Bhawan
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The ‘building within the President Estate’ is a listed Grade - I heritage at serial no. 05 in the Gazette Notification no. F.No.4/2/2009/UD/I 6565 dated October 1, 2009, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  3. Earlier, the proposal of the Comprehensive Conservation Management Plan (CCMP) of the President's Estate was approved by the Commission at its meeting held on November 21, 2013. The Commission did not approve the proposal for Shifting of Services at its meeting held on October 09, 2025; observations were given.
  4. The proposal for shifting of services (proposed New Service Block) at South Lawns, President Estate (near Gate no. 04), received (online) at the formal stage, was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide letter no. OL-06102562040 dated 13-10-2025, and a site visit was held by the Commission to understand the site context/situation better, during which clarifications were provided to the Commission’s queries. Based on the submission made, replies submitted, and the site visit made, the following observation is to be complied with:

a) All service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Property no. 1406-1407 and 1407-A (Old number) and New number 2091-2096, Ward No. X, Karta Chamaran, Turkman Gate
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on September 25, 2025, and specific observations were given.
  3. The building plans proposal received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no.: OL-19092523015 dated 01-10-2025. Based on the submission and replies submitted, the following observations are to be complied with:

a) The submitted 3D view is not consistent with the submitted elevation, in which the predominant façade material is shown as brick cladding. The façade design scheme presented through elevations was found to be more appropriate. It shall be ensured that the façade design is constructed in accordance with the elevation drawings.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.
