A.   The minutes of the 1843rd meeting of the Delhi Urban Art Commission held on 27.11.2025 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plans proposal (Demolition and reconstruction) in respect of Residential building at Plot no. 1, Maharaja Lal Lane, Civil Lines.
  1. The North DMC forwarded (online) the proposal for consideration by the Commission.
  2. The building plans proposal for residential building (comprising of basement + Ground + 2 floors) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The contact details and email ID provided for the architect and the owner are the same. Since the submission is at the formal stage, correct and accurate information should be provided to ensure complete documentation.

b) Also, the details of the proposal ie. name of the proposal along with the location are incomplete. To ensure a complete submission, the full address, including plot details, shall be provided in the correct format in the revised submission.

c) The layout plan indicates the plot to be rectangular in shape, whereas the site plan depicts it as trapezoidal; thus a discrepancy is observed. Coordinated and consistent drawings shall be provided to ensure coherence and alignment in the formal submission.

d) The layout plan shows the plot to be located between two adjacent plots, whereas the site plan and the 3d views show it to be a corner plot, thus a mismatch is seen in the submission. To provide a broader site context, the 3D views shall be superimposed with the site’s surroundings, reflecting the existing environment and showcasing neighbouring building typologies, street patterns, access routes, and overall built character.

e) The site is located in a prime area of the city and therefore has the potential to demonstrate strong architectural character. It is recommended that the façade aesthetics be enhanced to fully utilise the site’s prominent location.

f) The submitted 3D and drawings views appear sketchy and do not adequately illustrate the design details. Revised, detailed, and clearer drawings and 3D views shall be provided in the subsequent submission.

g) Additionally, the 3D views show excessive peripheral foliage whereas the landscape plan shows parking in the side setback; thus there is a mismatch in the submission. The foliage shall be such designed so as to make it appear aesthetic and functional.

h) The proposed landscape plan shows provision of requisite parking on the surface. It is suggested that the parking be accommodated in basement or stilt to free up the surface area for open greens and landscaping.  Also, the site plan to show provision for guest parking within the site.

i) The proposed internal layout does not appear to be fully functional, as the spatial interconnectedness has not been adequately resolved effectively. The layout shall be revised to improve functionality, including a well-considered furniture arrangement.

j) Architectural elements, including window design, jaali design, railing design, boundary wall, and parapet, shall be detailed comprehensively. This shall include mullion details for windows, detailed jaali drawings along with material specifications, and drawings and 3D views of the proposed boundary wall, gate, and guard house. These details shall ensure that the submitted 3D views accurately represent the building as proposed to be constructed.

k) Provision of rainwater drainage pipes in balconies and the terrace level is not shown in the submitted drawings. It shall be ensured to provide details of drainage, wherein the provision of screening mechanisms for concealment of the rainwater pipes shall also be provided so as not to mar the urban aesthetics of the façade.

l) Provision of plumbing shafts for kitchen and toilets is missing in the submission. It shall be ensured to provide adequate details of plumbing shafts on all floors, including screening mechanisms to ensure they do not mar the aesthetics of the facade.

m) Details of the air-conditioning mechanism have not been provided in the submission including location of outdoor air-conditioning units and their screening mechanism. A scheme must be submitted to demonstrate the placement, screening, and materials used for screening, along with plans, elevations, and 3D views.

n) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

o) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

p) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in

q) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

  1. Overall, the proposal received at the formal stage has discrepancies, lacks coherence and clarity. The architect is advised to adhere to all the above observations and provide a point-by-point response incorporating the details.

2Completion plans proposal in respect of Commercial complex at plot no. 4, Sector -12, Dwarka.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on October 17, 2018, and the revised building plan proposal was approved at the meeting of the Commission held on December 12, 2024; specific observations were given.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the submission, including documentation, drawings, and photographs the following observations are to be complied with:

a) It was observed that the building material is found scattered at some of the areas on the site. Additionally, it appears that window glazing has not been installed on certain floors. Furthermore, it shall be ensured that all remaining works, including the installation of window glazing, completion of landscape areas, roads, and any other pending items, shall be fully completed before submitting the proposal for Completion.

b) As the submission is at the Completion stage, it shall be ensured that an adequate number of clear, high-resolution uncut photographs from all sides of the site are provided.

  1. The architect is advised to adhere to all the above observations provided by the Commission and furnish a point-wise incorporation & reply.
NOC for Completion not accepted, observations given.

Building plans proposal for additions and alterations (addition of mini auditorium cum library block) in respect of Delhi Public School, Sector-24, Rohini (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission had approved the layout and building plans at its meeting held on March 16, 1998, and issued NOC for Completion plans proposal at its meeting held on August 16, 2001.
  3. The proposal for additions of mini auditorium-cum-library block received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) The proposal is for addition/alteration of mini auditorium cum library building with G+3 floors.

b) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the Authorization from the owner appointing the architect for the project was missing from the checklist. Also, the contact details provided for the architect and the owner are the same. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

c) The Commission did not consider the proposal due to a lack of information at the Conceptual stage (as per the checklist available on the DUAC website). Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal.

Building plans proposal for additions and alterations in respect of Dhanpothwar CGHS Ltd. on plot no. 17, Sector-12, Dwarka Phase II (Conceptual Stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout and building plans at its meeting held August 20,2002, and issued NOC for Completion plans proposal at its meeting held on August 26, 2008.
  3. The proposal for additions/alterations received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:

a) The proposal has been received for addition/alteration of extension of living rooms, study room along with the extension of balconies in buildings with B+S+10 floors

b) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the Authorization from the owner appointing the architect for the project was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of residential building at plot No. 148, Sunder Nagar.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on November 6, 2025; specific observations were given.
  3. The building plans proposal for a residential building (two blocks proposed on the site, one for residential and the other for servants) received (online) at the formal stage was scrutinised; the following observations are to be complied with:

a) The brown vertical panel adjacent to the jaali, as shown in the right-side view, shall be removed from the façade design to achieve a more coherent and aesthetically pleasing elevation.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.​​​​​​​

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.​​​​​​​

d) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

2Building plans proposal in respect of residential building at property no. 4817/1, Kothi No. 24, Ansari Road, Daryaganj.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The building plans proposal for residential building (comprising of basement + stilts + Ground + 3 floors) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) The overall aesthetics of the building are not found to be satisfactory by the Commission. The architect is advised to revise the façade design to enhance visual appeal and create greater architectural interest.

b) The balustrade design appears to be oversized in proportion to the scale of the building and therefore requires rationalisation in its size. Additionally, the spacing between the balustrades shall be reduced to ensure the safety of users.​​​​​​​

c) The site is located in a dense location and thus to provide a broader site context, the 3D views shall be superimposed with the site’s surroundings, reflecting the existing environment and showcasing neighbouring building typologies, street patterns, access routes, and overall built character.​​​​​​​

d) The structural details, columns are missing in the submission. Since the building footprint has a large span while housing a basement along with stilts, structural arrangement is important as it impacts functionality and façade design. ​​​​​​​

e) Provision of rainwater drainage pipes in balconies and the terrace level is terminating at the ground floor and is not shown at the stilt floor. It shall be ensured to provide details of drainage, wherein the provision of screening mechanisms for concealment of the rainwater pipes shall also be provided so as not to mar the urban aesthetics of the façade.

f) Details of the air-conditioning mechanism have not been provided in the submission including location of outdoor air-conditioning units and their screening mechanism. A scheme must be submitted to demonstrate the placement, screening, and materials used for screening, along with plans, elevations, and 3D views.​​​​​​​

g) The size of the lift lobby to be as per the applicable building bye-laws. ​​​​​​​

h) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.​​​​​​​

i) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.​​​​​​​

j) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

  1. Overall, the proposal received at the formal stage is incomplete, has discrepancies and lacks clarity. The architect is advised to adhere to all the above observations and provide a point-by-point response incorporating the details.
