C. PROJECT PROPOSALS:

1Building plans proposal in respect of residential building on “Plot No. 1599 to 1600, Situated at Ward No, I, Madarsa Road, Kashmere Gate, Delhi -110006”.
  1. The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal for residential building at its meetings held on May 14, 2026 and June 4, 2026; specific observations were given.
  3. The building proposal for residential building (comprising of basement + stilt + ground + three floors) received (through OPAAS) at the formal stage was scrutinised along with the replies submitted to the previous observations of the Commission communicated vide DUAC letter no:  OL-02062623019 dated 10.06.2026. Based on the submission made, including drawings, documentations, photographs, and replies submitted, the following observations are to be complied with:

a) To ensure harmony in the design, it is suggested to keep the bottom two floors as red texture paint and the rest of the floors to be kept as lime texture paint.

b) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing applicable Building Byelaws, and applicable statutory provisions.

c) It was observed that the proposed boundary wall has a plain architectural treatment. The Architect shall incorporate appropriate architectural elements, materials, and detailing to enhance its visual character while ensuring that its height complies with the applicable Unified Building Bye-Laws (UBBL). Further, the floor-to-floor height of the proposed building shall also conform to the applicable UBBL provisions, and compliance with the same shall be ensured by the concerned local body.

d) It shall be ensured that all projections are contained entirely within the plot boundaries and comply with the applicable Building Bye-Laws and statutory provisions.

e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, drying clothes, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

2Building plans for additions and alterations in respect of Residential building on Plot no. 3342-3347, situated at Gali Sawar Khan, Kuch Pandit Lal Kuan.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building proposal for residential building (Internal modifications are proposed on the ground floor to facilitate residential use. Additionally, the construction of residential floors from the 1st to the 3rd floor is proposed over the existing building) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) It is observed that the proposal has been submitted as an addition/alteration. However, based on the submitted drawings, the proposal appears to involve demolition and reconstruction, as the layout on all floors, including the ground floor, has been substantially altered. The Architect shall provide the necessary clarification and revise the submission accordingly.

c) It was observed from the submitted drawings that no bathing area has been provided on the ground floor. Further, the bedroom and passage areas on the ground floor does not have adequate provision for natural light and ventilation. The Architect shall ensure that the required bathing facilities are provided and that all fenestrations, including doors and windows, conform to the applicable Building bye-laws. Compliance with the relevant provisions shall be ensured by the concerned Local Body.

d) The Commission observed that the internal planning and functional layout of the rooms and associated spaces require further refinement. Considering that the proposal has been submitted at the Formal Stage, the Architect shall review and revise the internal planning to improve functionality, space utilisation, circulation, and overall operational efficiency, and suitably reflect the same in the revised submission.

e) It was also observed that screening has not been provided for the plumbing shafts. Appropriate screening shall be provided to ensure that the plumbing shafts do not adversely affect the building façade and the overall urban aesthetics. All plumbing pipes, rainwater pipes, water discharge in the proposed balconies, service equipment, water tanks, air-conditioning units, solar panels, drying clothes, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

g) It shall be ensured that all projections are contained entirely within the plot boundaries and comply with the applicable Building Bye-Laws and statutory provisions.

h) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure. 

i) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

3Building plans for additions and alterations in respect of Residential cum Commercial building on Plot no. 422-423, situated at Kucha Brij Nath, Chandni Chowk, Delhi -110006”.
  1. he North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building proposal for residential cum commercial building (Alterations in the existing Basement and Ground Floor, along with the proposed First, Second and Third Floors) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

c) The concerned local body shall ensure that all projections, and shafts etc. proposed are contained entirely within the plot boundaries and conform to the applicable Building Bye-Laws and other statutory provisions.

d) Considering the extensive alterations proposed to the existing structure, including the basement, and the site's location within a densely built-up area, the construction activities may have implications for the structural stability of the existing building and adjoining properties. The concerned local body shall ensure that appropriate structural safeguards, excavation support measures, and construction safety precautions are implemented to prevent any adverse impact on the existing and neighbouring structures during the execution of the works.

e) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure. 

f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

g) All plumbing pipes, rainwater pipes, water discharge in the proposed balconies, service equipment, water tanks, air-conditioning units, solar panels, drying clothes, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of Group Housing on Khasra no. 1279min, 1280, 1283, 1284, 1286/2 Extended Abadi, Lal Dora, Village Kapashera.
  1. The South-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. Earlier, the Commission did not accept the building plans (conceptually) at its meetings held on February 8, 2024, May 2, 2024 and Sept 19, 2024, specific observations were given.
  3. Subsequently, the Commission did not approve the building plan proposal received at formal stage at its meeting held on December 11, 2025 and March 5, 2026, specific observations were given.
  4. Thereafter, the Commission approved the main dwelling unit (Part-A) and the proposal relating to the EWS block (Part-B) was not approved at its meeting held on May 6, 2026; specific observations were given.
  5. The building plans proposal for Group housing (including main dwelling unit (Part-A) and the proposal relating to the EWS block (Part-B)) received (through email) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter No. OL-03122555138 dated May 15, 2026.  Based on the submission made, including drawings, documentations, photographs and replies submitted, the following observations are to be complied with:

a) It was noted by the Commission that the Architect has stated in the submission that:

“……It is submitted that there is no change whatsoever in the layout plan, design or planning of the main dwelling units, which have already been approved by the Committee. The same has been included in the submitted report only for reference and completeness of the project documentation.

Further, since we are required to reapply to the Delhi Fire Services for obtaining revised fire clearance based on the above modifications and as the Delhi Fire Services does not issue part sanctions for individual blocks, it is necessary that the complete building plans, comprising both the main dwelling units and the revised EWS Block, be considered together in view of the above, we respectfully request the Commission  to kindly consider the complete building plans and accord the necessary approval for the entire project, including both the main dwelling units and the revised EWS Block. This will enable us to obtain the requisite statutory clearances and proceed further with the development of the project…”

The architect has presented the proposal seeking approval (Formal) for the entire Group Housing project, comprising the Main Dwelling Unit (Part-A) and the EWS Block (Part-B).

b) The revised EWS block incorporates the following changes:

“……1. Provision of two lifts to ensure universal accessibility and facilitate convenient movement for senior citizens, children and persons with disabilities. 

2. Provision for screening of drying of cloths and outdoor air-conditioning units through suitably designed louvers, keeping in view the future requirements of residents and maintaining the aesthetic character of the project.

3.Increase in the floor-to-floor height, resulting in a corresponding increase in the overall height of the EWS Block….”

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, water discharge in the proposed balconies, service equipment, water tanks, air-conditioning units, solar panels, drying clothes, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

f) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

5Building Plans Proposal in respect of C/o Transit Accommodation of Income tax Department officers at 27, Bazar Lane Bengali market, New Delhi.
  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The building plan proposal received (through OPAAS) at the formal stage was scrutinised.  Based on the submission made, including drawings, documentations, and photographs submitted, the following observations are to be complied with:

a) The proposal pertains to the demolition and reconstruction of the building comprising a ground floor.

b) The entire proposal shall adhere to all the applicable statutory provisions, and norms/regulations of the prevailing Lutyens Bungalow Zone (LBZ) guidelines.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, water discharge in the proposed balconies, service equipment, water tanks, air-conditioning units, solar panels, drying clothes, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

6Revised building plans for additions and alterations in respect of Niji CGHS Ltd., plot no. 4B, Sector-10, Dwarka.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its March 19, 2001, meeting and subsequently accepted the NOC for Completion at its April 12, 2005, meeting.
  3. The Commission did not approve the building plans proposal for additions and alterations at its meetings on April 03, 2025, July 17, 2025, September 4, 2025 and November 27, 2025, respectively; specific observations were made.
  4. The revised building plans proposal for additions and alterations (addition of bedrooms, toilet, and balconies) received (through email) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-26032522112 dated December 3, 2025. Based on the submission made, including drawings, documentations, photographs and replies submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) It was observed that additional construction has been proposed within certain building blocks of the existing complex. The concerned local body shall undertake a comprehensive review of the existing development vis-à-vis the proposed interventions and ensure that the internal layout, natural lighting, ventilation, fenestration, and block to block distance (including balconies) conform to the applicable provisions of the Unified Building Bye-Laws (UBBL) and other relevant statutory requirements before granting approval. The same shall be checked at the time of receiving the proposal at Completion stage.

c) It was observed from the existing photographs that exposed rainwater pipes, outdoor air-conditioning units, clothes-drying areas, and other service elements are visible on the existing building elevations. The concerned local body shall ensure that, wherever feasible, such services are suitably integrated and screened to maintain the architectural character and visual aesthetics of the development. The same shall be checked at the time of receiving the proposal at Completion stage.

d) The extensive use of temporary materials to cover balconies across the entire complex has been observed, detracting from both the visual appeal and urban aesthetics. These temporary coverings shall be removed. The same shall be checked at the time of receiving the proposal at Completion stage.

e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

f) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. 7Building plans for “additions and alterations in respect of The AIMO CGHS Ltd., Plot no. 11, Sector -22, Dwarka, New Delhi – 110077”.
  1.  The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved layout and building plan proposal at its meeting held on March 23, 1998, and the NOC for completion plan approval was given in the meeting of the Commission held on April 16, 2003.
  3. The building plans proposal for additions and alterations (addition of bedrooms, toilet, and balconies in double height terrace area) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) It was observed that additional construction has been proposed within certain building blocks of the existing complex. The concerned local body shall undertake a comprehensive review of the existing development vis-à-vis the proposed interventions and ensure that the internal layout, natural lighting, ventilation, fenestration, and block to block distance (including balconies) conform to the applicable provisions of the Unified Building Bye-Laws (UBBL) and other relevant statutory requirements before granting approval. The same shall be checked at the time of receiving the proposal at Completion stage.

c) It was observed from the existing photographs that exposed rainwater pipes, outdoor air-conditioning units, clothes-drying areas, and other service elements are visible on the existing building elevations. The concerned local body shall ensure that, wherever feasible, such services are suitably integrated and screened to maintain the architectural character and visual aesthetics of the development. d) It was observed that new toilets have been proposed in the residential blocks. The local body shall ensure that all plumbing services (including pipes)  are concealed and integrated within the building. The same shall be checked at the time of receiving the proposal at Completion stage.

e) The extensive use of temporary materials to cover balconies across the entire complex has been observed, detracting from both the visual appeal and urban aesthetics. These temporary coverings shall be removed. The same shall be checked at the time of receiving the proposal at Completion stage.

8Building plans for additions and alterations in respect of S.B. Youth Co-operative Group Housing Society Ltd. at Plot no. 6B, Sector-2, Dwarka.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission. 
  2. The Commission approved layout and building plan proposal at its meeting held on November 20, 2001, and the NOC for completion plan approval was given in the meeting of the Commission held on November 23, 2011.
  3. The building plans proposal for additions and alterations (addition of bedrooms, toilet, and balconies) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) It was observed that additional construction has been proposed within certain building blocks of the existing complex. 9Completion plans proposal in respect of Plot no. 11, CBD Shahdara.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission had earlier approved the layout and building plan proposal for (3B+G+6 floors) in its meeting held on November 22, 2007. Subsequent submissions for additions/alterations-(3B+G+7 floors) in 2010 and (3B+G+8 floors) in 2014-were returned by the Commission due to incompleteness, as conveyed vide DUAC letter no. 22(16)/2010-DUAC dated March 09, 2010, and 22(23)/2014-DUAC dated December 01, 2014, respectively.
  3. The Commission approved the proposal for additions/alterations (replacement of façade material on upper two floors from cement board to ACP in beige & grey colour, provision of a 2.0 m wide staircase up to the third floor as per fire requirements, an additional area of 492.69 sqm. on the ground floor with a terrace garden on the first floor, provision of a public toilet under the Swachh Bharat Mission) at its meeting held on October 20, 2022, specific operations were given.
  4. Earlier, the Commission did not approve the Completion plans proposal at its meetings held on May 8, 2025, specific observations were given. And accepted the NOC for completion at its meeting held on June 19, 2025 and the decision conveyed vide DUAC observation letter no: OL-05052559001 dated 24.06.2025.
  5. The proposal for NOC for completion (11, CBD Shahdara) received (through email) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, photographs, the following is observed:

a) The Commission observed that, while submitting the proposal for NOC for Completion, the Architect has indicated the following:

“……1.   Scheme was submitted and forwarded by architect through MCD portal on and some observations were given by Hon'ble committee of DUAC VIDE NO:59(01)2025-DUAC –OL-05052559001 on 14th MAY 2025.

2.    All observations were complied and NOC for completion was granted by Hon'ble committee of DUAC on 24th June 2025 vide no: OL-05052559001.

3.    NOC for completion was granted on 24th June 2025 vide no: OL-05052559001

4.    Later, It was observed due to inadvertent mistake of Architect, proposal for NOC for completion was submitted through MCD portal, although area u/r of CBD SHAHDRA falls under jurisdiction of DDA.

5.    Now, the scheme is resubmitted through DDA portal for consideration.

6.    Nothing has been changed from the previous submission of CC, which was submitted through MCD portal and NOC for completion was granted by Hon'ble committee of DUAC on 24th June 2025 vide no: OL-05052559001….”

b) The Commission examined the reasons furnished by the Architect for the resubmission. After considering the revised submission, including the previous NOC for Completion, drawings, supporting documentation, and site photographs, the proposal for NOC for Completion is accepted.

10Revised Building plans proposal in respect of “Residential Apartment at Scindia Marg, Sarojini Nagar” (Redevelopment of GPRA, Sarojini Nagar).
  1. The NDMC forwarded (through email) the proposal for consideration by the Commission.
  2. The proposal for the redevelopment of the GPRA Colony, Sarojini Nagar was approved by the Commission at its meeting held on 17.01.2020.
  3. The revised building plans proposal for Residential Apartment received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, and documentations etc., the following observations are to be complied with:  

a) The Commission noted that it had earlier considered a proposal for Type-IV residential towers comprising Ground + 11 floors. However, the present submission has been comprehensively revised, including the internal planning, façade design, and other architectural features. The revised proposal now pertains to the construction of five residential towers (2 Basements + Ground + 10 Floors) and a Community Hall (Ground + 1 Floor).

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, water discharge from the balconies, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

e) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. It shall be ensured that the orientation of the solar panels is in accordance with the optimal solar orientation. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

11Revised building plan proposal in respect of commercial complex at plot no. 29-31, Shahdara, New Delhi (for Aggarwal Plaza Pvt. Ltd.)
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. Earlier the proposal was approved by the Commission at its meeting held on July 19, 2005. Subsequently, the proposal was approved by the Commission at its meeting held on January 4, 2019.
  3. Now the revised building plans proposal for commercial complex received (through email) at the formal stage was scrutinized. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) It was noted by the Commission that the proposal has been resubmitted by the architect with the following reasons:

“…At the time of sanction, the project comprised commercial shops and cinema facilities. During construction, certain modifications were made to optimize functionality and circulation within the building. These changes include:

* Reduction in the cinema seating footprint and corresponding revision in the orientation of the cinema halls.

* Relocation of fire staircases due to the ramp exit requirements.

* Introduction of a food court on the second floor…”

b) It was observed from the submitted site photographs that the rear façade requires further architectural refinement to achieve visual coherence with the other façades. The Architect shall suitably revise the rear façade to ensure a uniform architectural character and material treatment throughout the building.

c) A lot of modifications have been proposed, Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. The NDMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal at its meeting held on April 3, 2019. Subsequently, the Commission had approved the building plans proposal at its meeting held on February 12, 2020; specific observations were given.
  3. Now the revised building plans proposal (for Type VII, Type VIII, NDMC Market & office block above, connected MLCP parking block with the market) received (through email) at the formal stage was scrutinized. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The proposal pertains to the following:

i) NDMC Market & office above: Basement + Ground + 5 floors

ii) Parking (MLCP) block (above NDMC market) : 2nd to 8th floors

iii) Type VII: Ground + 8 floors (04 Towers 136 DU)

iv) Type VIII: Ground + 7 floors (04 Towers 63 DU)

b) It is recommended that the proposed development be designed in accordance with the principles of universal accessibility. Particular attention shall be given to the upper floors of the Market Block, which are proposed to be connected to the Multi-Level Car Parking (MLCP) facility, by ensuring seamless, barrier-free access for all users in compliance with the applicable accessibility norms and Building Bye-Laws.

  2. The Commission approved the layout/master plan at its meeting held on June 4, 1986; specific observations were given. The Commission approved the building plans proposal for administrative block (basement+stilt+5 floors) in existing NCERT campus at its meeting held on October 1, 2025; specific observations were given.
  3. The revised building plans proposal for administrative block (basement+stilt+5 floors) in existing NCERT campus received (online) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that the proposal has been resubmitted for its consideration. The Architect has furnished the reasons for the resubmission in the project report, stating as follows:

“…To align with the approved tree cutting and plantation scheme and ensure that construction work remains unhindered, the building layouts have been modified. These modifications involve updates to the schematic layouts, including the basement and terrace plans (Drg No. SA(D)-1/126//WD/2151/R1 to SA(D)-1/126/WD/2158/R). Based on the modified building layouts, the 3D views and elevations have been updated accordingly to reflect the current architectural design…”

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  2. The Rashtriya Smriti Sthal is the designated common memorial site for deceased Presidents, Vice-Presidents, and Prime Ministers of India. The Commission did not approve the proposal for construction of Samadhi of Late Shri Pranab Mukherjee at its meeting held on May 14, 2026; specific observations were given.
  3. The proposal for the Samadhi of Late Shri Pranab Mukherjee, Former President of India received (through online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-08052662006 dated May 22, 2026. Based on the submission made, including drawings, documentations, photographs and replies submitted, the proposal was found to be accepted.

Building plans proposal in respect of addition and alteration to Hospital building at Plot no. 5, OCF, pocket B, Zone E, E-19, Mayur Vihar Phase II, East Delhi (for Dr. Walia charitable trust). (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal for addition and alteration at its meeting held on December 26, 2024; specific observations were given.
  3.  The building plans proposal for additions/alterations (addition of a third floor on an existing building comprising of B+G+2 floors) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-21122456011 dated January 03, 2025. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the Authorisation from the owner appointing the architect for the project was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.

  1. The Commission did not consider the proposal due to a lack of information at the Conceptual stage (as per the checklist available on the DUAC website). Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal.

Building plans proposal in respect of Basement + Stilt+ Ground + 3 Storied Residential Building at 4782/1, plot no. 8, Block A, Daryaganj, New Delhi. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal received at conceptual stage at its meeting held on June 25, 2026; specific observations were given.
  3. The building plans proposal for residential building (comprising of Basement + Stilts + Ground + three floors) received (through online) at the conceptual stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission observed that the submitted elevation incorporates two different groove patterns on the façade, namely vertical grooves and grid-patterned grooves. The use of multiple groove patterns is not appreciated, as it affects the overall visual coherence of the building façade. It is, therefore, advised that a single, consistent groove pattern (preferable grid pattern) be adopted throughout the façade to ensure architectural harmony and coherence.

b) The proposed colour of the brick cladding does not reflect the natural appearance and character of brick masonry, thereby resulting in a misleading visual expression. The Architect is advised to review the proposed finish and adopt a colour palette that is more consistent with the inherent character of brick cladding. It shall be ensured that the proposed 3d view shall be as per materiality (in terms of points no.1 and 4 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.)

c) The Commission observed that the proposed façade primarily comprises plaster finishes. To achieve better material coherence with the proposed brick cladding and reduce long-term maintenance requirements, the Architect may explore the use of Dholpur stone in place of plaster for the façade treatment.

d) The Commission observed that the internal planning of the building requires further refinement to improve the efficiency of circulation and functionality. Further, the proposed kitchen ventilation through a small shaft is not considered adequate and shall be revised in accordance with the applicable Building-Bye-laws.

e) The proposal provides only one toilet on each floor. Considering the plot area of 249.55 sq. m, the layout may be reviewed to provide at least two toilets on each floor, along with appropriate plumbing provisions and screening measures, to enhance functionality and user convenience.

f) It was observed that the proposed lift lobby appears inadequate in relation to the size of the lift. The layout may be reviewed to provide a lift lobby of adequate dimensions, preferably at least equal to the width of the lift, to facilitate safe, convenient, and comfortable movement of users.

  1. Overall, the proposal received at the conceptual stage lacks clarity, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

Building plans proposal in respect of “proposed Building Plan for construction of Residential Building on Property Bearing Mpl. No. - 407 (Old) And 671 (New), Situated at Ward No. VIII, Mohalla Jatwara, Kundewalan, Ajmeri Gate, Delhi-110006”. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2.  The building plans proposal for residential building (comprising of ground floor to three floors) received (through online) at the conceptual stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The proposal has been submitted at the conceptual stage. However, the photographs provided by the architect clearly indicate that construction activity at the site has already commenced, and substantial structural work appears to have been executed.

b) The Commission observed that proposals submitted at the conceptual stage are intended for projects that are still at the planning and design stage, prior to the commencement of any construction activity. The present proposal, therefore, does not conform to the intent of conceptual-stage scrutiny.

  1. In view of the above, the Commission decided not to review the proposal, and decided to return it to the architect without consideration.

  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building plans proposal for addition and alteration (addition of new assembly hall) received (through online) at the conceptual stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) It was observed that the proposed façade, as depicted in the submitted 3D views, lacks architectural harmony with the surrounding buildings of the temple complex in terms of character, materiality, and design language. The Architect shall revise the façade to ensure better contextual integration with the existing temple complex.

b) It was further observed that the proposed design does not adequately reflect the cultural and symbolic character of the temple complex. The Architect shall incorporate appropriate architectural and symbolic elements to strengthen its visual identity and ensure harmonious integration with the overall temple complex.

c) The Commission observed that the parking proposed in front of the Assembly Hall affects the quality of the public interface. The Architect shall explore relocating this parking to a more appropriate location and utilise the area for landscaping and other visitor-oriented open spaces. Further, as the proposal forms part of the overall temple complex, a comprehensive parking statement shall be submitted indicating the existing parking provision, the additional parking demand generated by the proposed development, the proposed parking provision, and the location of all parking facilities within the campus.

  1. Overall, the proposal received at the conceptual stage lacks clarity, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.
