C. PROJECT PROPOSALS:

1Building plans proposal for addition and alterations in respect of New Hospital building at Moolchand Khairati Ram Hospital at Lajpat Nagar-III.
  1. The South-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the layout plan of the New Hospital building of Moolchand Khairati Ram Hospital at its meeting held on July 29, 2015.
  3. The building plans proposal for additions and alterations (Proposed New Hospital Building comprising of 2 basement + ground + 9 floors) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission observed that the Moolchand Hospital campus is located at a prominent location along the Ring Road, one of Delhi's busiest arterial corridors, and is highly visible from the surrounding public realm. Considering its strategic location and institutional importance, the proposed development has the potential to serve as a landmark within the city. Accordingly, the architectural design, campus planning, landscape, and overall visual character of the development shall be conceived to create a distinctive, contextually responsive, and aesthetically enriching urban environment.

b) The Commission observed that the proposal pertains to the construction of a new building block comprising two basements, ground floor, and nine upper floors within a large existing campus containing several built-up structures. However, the submission does not adequately document the existing site or demonstrate the relationship of the proposed building with the overall campus planning. The submitted site plan lacks essential information, including the clear identification of the existing and proposed buildings, internal road network, entry and exit points, vehicular and pedestrian circulation, parking areas, open spaces, and the relationship of the proposed development with the surrounding built environment.

c) Further, the submission does not include comprehensive documentation of the existing site conditions. The revised submission shall include uncut site photographs of the entire hospital campus, duly annotated to identify the existing buildings, proposed building site, main entrance, boundary wall, parking areas, superstructures, terrace areas, surrounding site context, and other significant site features. The site plan and other relevant drawings shall also be appropriately annotated to clearly depict the overall campus planning and the integration of the proposed building within the existing development, thereby facilitating a comprehensive assessment of the proposal by the Commission.

d) As per the design scheme submitted, it was observed that certain existing building blocks are proposed to be demolished in future to facilitate the futuristic development of the campus. The submitted site plan also indicates the construction of an additional tower in a future; however, no details of the proposed development have been furnished.

e) In view of the above, the revised submission shall include a comprehensive master plan of the entire Moolchand Hospital campus, clearly illustrating the existing development and the proposed phased redevelopment, including the existing, current, and future building blocks, along with the proposed sequence of implementation. The master plan shall also demonstrate the overall planning strategy, circulation network, connectivity, and functional relationship between the various phases of development, thereby facilitating a comprehensive assessment of the proposal by the Commission.

f) Further,  3D views of the proposed building block (current proposal) shall be superimposed at its proposed location within the existing campus, clearly depicting the adjoining existing buildings, the proposed connecting corridor, internal vehicular and pedestrian circulation, surrounding road network, landscape features, and other significant site elements, so as to demonstrate the integration of the proposed development with its existing context and facilitate a comprehensive review of its architectural and visual impact by the Commission.

g) The Commission observed that the proposed development comprises 2 Basements + Ground Floor + 9 Upper Floors and that certain existing building blocks are proposed to be demolished in subsequent phases to facilitate the future redevelopment of the hospital campus. Considering the scale and long-term redevelopment potential of the campus, it is likely that the remaining development may also seek to utilise the maximum permissible FAR and height permissible under the applicable regulations. Accordingly, the planning of the campus shall adopt a comprehensive and futuristic approach at the design stage so that the infrastructure, circulation, and parking requirements of the ultimate development are addressed in an integrated manner rather than in a piecemeal fashion.

h) The revised submission shall therefore include a comprehensive master plan of the entire campus indicating the existing development, the proposed phased redevelopment, future building blocks, permissible FAR, existing FAR, proposed FAR, ultimate FAR envisaged for the campus, and the corresponding parking calculations based on the total permissible FAR. The master plan shall also clearly indicate the overall circulation network, access arrangements, service infrastructure, and the proposed strategy for accommodating the ultimate parking demand for hospital staff, patients, visitors, emergency services, and other users.

i) It was observed that the submitted 3D views are not consistent with the proposed site plan and other submitted drawings. Discrepancies have been noted in the depiction of the entry porch, access roads, surrounding buildings, connecting corridor/walkway, landscape features, and other site elements, resulting in an inaccurate representation of the proposed development within its existing context. It shall be ensured that the revised submission includes fully coordinated plans, elevations, sections, site plan, and annotated 3D views that accurately depict the proposed development and its relationship with the surrounding built environment. The submission shall also clearly indicate the proposed material palette, façade treatment, landscape elements, and other architectural details to facilitate a comprehensive assessment of the proposal by the Commission.

j) It was observed that the submitted ground floor plan does not adequately depict the adjoining road network and overall site circulation, resulting in a lack of clarity regarding access to the proposed building and the movement of pedestrians, visitors, service vehicles, ambulances, and fire tenders. Since the proposed building forms part of a larger hospital campus, the proposal cannot be assessed in isolation.

k) The Commission further observed that the current proposal provides only a portion of the requisite parking within the basements, while approximately 326 ECS have been proposed as surface parking. Such an approach may not adequately address the present as well as future parking requirements of the hospital campus. Extensive surface parking is discouraged as it increases hard-paved areas, reduces landscape potential and site permeability, contributes to urban flooding, and adversely affects the visual quality and environmental character of the campus.

l) Accordingly, the Architect shall explore a comprehensive parking strategy, including the feasibility of providing an appropriately designed Multi-Level Car Parking (MLCP) facility, together with adequate basement parking, so as to accommodate the maximum possible parking demand arising from the full permissible FAR of the campus. This approach would substantially reduce the dependence on surface parking and enable the release of large open areas for meaningful landscape development, pedestrian-friendly spaces, and green recreational areas, thereby significantly enhancing the environmental performance, visual quality, and overall architectural character of the hospital campus while providing a more pleasant and user-friendly experience for patients, visitors, and staff.

m) Detailed skin sections shall also be submitted to clearly illustrate the façade treatment, including material specifications and provisions for weather protection. To ensure a thorough evaluation of the proposal, detailed sections, including longitudinal and cross-sections that encompass the entire site, must be submitted.

n) Accordingly, the revised submission shall include a comprehensive mobility and circulation plan for the entire campus, clearly illustrating the internal road network, entry and exit points, pedestrian pathways, vehicular circulation, ambulance movement, service access, fire tender movement, drop-off and pick-up areas, OLA, UBER points, parking access, and barrier-free pedestrian connectivity. The plan shall demonstrate a safe, efficient, and conflict-free circulation system with appropriate segregation of pedestrian and vehicular movement, while ensuring seamless integration of the proposed building with the existing and future development of the campus. Such a plan shall also establish the functional relationship between the proposed and existing developments to facilitate a comprehensive assessment of the proposal by the Commission (in terms of points no. 16, 17 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

o) As the proposal comprises substantial landscape areas, a comprehensive landscape plan shall be submitted. The submission shall include a detailed landscape plan at an appropriate scale, clearly indicating the hardscape and softscape areas, existing and proposed trees, species, plantation details, site levels, and other landscape elements, in accordance with Point 6 of the CPAA (Criteria for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

p) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

q) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

r) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

s) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The revised proposal may be submitted at the Conceptual Stage, along with the requisite updated drawings, design rationale, and other supporting details, to facilitate a comprehensive review by the Commission. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

2Building plans proposal for addition and alteration in respect of Residential building on plot no. 1285, situated at ward no. III, Bagichi, Gaindamal, Lambi wali (behind Novelty Cinema), Shyama Prasad Mukherjee Marg.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal for addition and alteration at its meeting held on June 10, 2026; specific observations were given.
  3. The building plans proposal for addition & alteration (alteration ground and first floor, proposed first, second and third floor) received (through email) at the formal stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-04062623020 dated 15.06.2026.  Based on the submission made, including drawings, documentations, photographs and replies submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations. From the photographs of the current condition provided by the architect, it was noted that the ground floor and first floor have already been constructed, with only minor modifications now being proposed. The same is taken on record for documentation purposes.

b) The Commission noted that, in response to Observation No. 3(b) communicated vide DUAC Observation Letter No. OL-04062623020 dated 15.06.2026 regarding the construction activities already commenced at site, the Architect has stated that:

“...The present status of the site shall be verified by the concerned local body through a site inspection report...”

Accordingly, the concerned local body shall verify the present status of the site through an appropriate site inspection report and satisfy itself regarding compliance with the applicable statutory provisions before granting approval.

c) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

d) It shall be ensured that all projections are contained entirely within the plot boundaries and that no projection extends over the municipal road. The concerned local body shall ensure compliance with the applicable provisions of the Unified Building Bye-Laws (UBBL), prevailing norms, regulations, and other statutory requirements.

e) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.

f) All plumbing pipes, rainwater pipes, water discharge from the balconies, service equipment, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

g) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

3Building plans proposal in respect of Residential building on Property bearing MPL No. 407 (Old) and 671 (New), situated at ward no. VIII, Mohalla Jatwara, Kundewalan, Ajmeri Gate, Delhi – 110006.
  1. The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not accept the concept of the proposal received at conceptual stage at its meeting held on July 10, 2026; specific observations were given.
  3. The building plans proposal for residential building (comprising of ground floor to three floors) received (through OPAAS) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations, photographs submitted, sanction received from the MCD vide MCD sanction letter dated 20.06.2011, and the conceptually unacceptable observations letter no. OL-03072627030 dated 21.07.2026, the following observations are to be complied with:

a) The Commission observed that the credentials of the owner and architect including contact number and email ID are the same.

b) It shall be ensured by the concerned local body that all areas including bedroom, kitchen, staircase, toilets etc. comply with the applicable provisions of the Building Bye-Laws with regard to natural light and ventilation.

c) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

d) It shall be ensured that all projections are contained entirely within the plot boundaries and that no projection extends over the municipal road. The concerned local body shall ensure compliance with the applicable provisions of the Unified Building Bye-Laws (UBBL), prevailing norms, regulations, and other statutory requirements.

4Completion plans in respect of College of Engineering building at Plot No. A-4, Rohtak Road, Paschim Vihar in favour of Bharati Vidya Peeth.
  1. The North-DMC forwarded (through e-mail) the proposal for consideration by the Commission.
  2. Earlier, the layout and building plans of the college complex comprising Blocks A, B, C, D, and E were approved by the Commission in its meeting held on 01.12.2000. Subsequently, NOC for Completion of the said blocks was issued on 01.05.2006.
  3. Thereafter, a proposal for enhancement of FAR through the construction of Block-F (G+5 Academic Block) and Block-G (G+4 Hostel Block) was considered and approved by the Commission in its meeting held on 13.07.2016.
  4. Subsequently, a proposal for the addition of floors in Block-E (Academic Building) and Block-G (Hostel Building), along with additions and alterations in Block-F, was considered and approved by the Commission in its meeting held on 14.06.2017.
  5. The Commission did not accept the NOC for Completion plans proposal received at Completion stage at its meeting held on June 18, 2026; specific observations were given.
  6. The building plan proposal for Part NOC for Completion (Part-completion of 4th floor of block A, B, C, and E, Block F (2B+S+9), Block G (2B+S+11)) received (through email) was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-10062649032 dated 24.06.2026. Based on the revised submission, including the previous NOC for Completions given, drawings, supporting documentation, and site photographs, the proposal for Part NOC for Completion for (Part-completion of 4th floor of block A, B, C, and E, Block F (2B+S+9), Block G (2B+S+11)) is accepted.

5Building plans proposal for demolition and reconstruction of a motel building on plot no. khasra no. 162, 163, 164 & 165 at Village Sultanpur, Mehrauli-Gurgaon Road, New Delhi.
  1. The South-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not approve the proposal for additions and alterations at its meetings held on January 29, 2026 specific observations were given, and noted the submission at its meeting held on February 26, 2026. 
  3. The Commission did not approve the building plans proposal for demolition and reconstruction at its meeting held on July 7, 2026; specific observations were given.
  4. The building plans proposal for a proposed new building (3B+G+11 floors) received (through OPAAS) at formal stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-30062655014 dated 13.07.2026. Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) The Commission observed that the Architect has indicated a clearance of 7.00 m between the proposed building block and the existing high-tension (HT) transmission line passing through the site. The concerned local body shall verify and ensure that the proposed development maintains the requisite statutory clearances from the HT line in accordance with the applicable provisions of the Unified Building Bye-Laws (UBBL), the relevant electricity safety regulations, and other applicable statutory requirements.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

6Proposal for add/alt. in respect of premises no. P-7/90, Connaught Circus, Connaught Place.
  1. The NDMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The “Connaught Place/Connaught Circus” is listed heritage in Grade-II at serial no. 48 vide gazette notification -4/2/2009/UD/I/6565, dated October 1, 2009 issued by the Govt. of NCT of Delhi.
  3. The Commission did not accept the concept of the proposal (for additions and alterations) at the conceptual stage at its meetings held on August 21, 2025 and November 27, 2025, and specific observations were given.
  4. The proposal for additions/alterations (a lift, service shaft, glass partition at the ground floor, POP work, painting, whitewashing, wall panelling, proposed furniture and fittings, a new staircase connecting the Ground Floor to the Mezzanine Floor, and stone flooring, along with other interior renovation works) received (through OPAAS) at the formal stage was scrutinised along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no.  OL-07062527045 dated 26.08.2025. Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The Commission has examined the proposal solely from the perspective of its mandate concerning visual quality and urban aesthetics. As the property is a notified Grade-II Heritage Building, the project shall be implemented in accordance with the recommendations and decisions of the Heritage Conservation Committee (HCC), and all heritage-related aspects shall also be addressed accordingly.

c) All plot area calculations, including ground coverage, Floor Area Ratio (FAR), and other applicable Development Control Regulations (DCRs), shall conform to the provisions of the Unified Building Bye-Laws (UBBL) and other applicable statutory norms and regulations. The NDMC shall verify and ensure compliance with the above before according approval and at the time of issuance of NOC for Completion.

d) It was noted that existing trees are present on the site. NDMC should ensure that the existing trees are preserved and adequately protected during the execution of the proposed modifications.

e) The proposal involves substantial additions and alterations to the existing building, including the provision of a new lift and associated structural interventions. Such additions are likely to impose additional dead and live loads on the existing structure. Considering that the property is located amongst occupied and operational buildings and surrounding infrastructure, the concerned local body shall ensure that the proposed structural design and construction methodology adequately safeguard the stability and structural integrity of the existing building as well as the adjoining structures during both the construction and operational phases.

f) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

g) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

7Completion plans proposal in respect of Residential building at Plot no. 52, Babar Road.
  1. The NDMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations at its meeting held on October 24, 2025, specific observations were given.
  3. The Completion plans proposal received (through OPAAS) was scrutinised along with the submission at the formal stage, including drawings, documentation, 3D views, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission received at NOC for completion stage, including drawings, documentations, and completed building photographs, etc., and the discussion held, the following observations are to be complied with:

a) It was observed from the submitted site photographs that the as-built façade exhibits significant deviations from the façade approved (formal stage) by the Commission. The deviations are evident in the proportions of the architectural elements, material palette, finishes, and the overall architectural character of the building. It was suggested that the façade shall be suitably modified to achieve substantial conformity with the façade approved (formal stage) by the Commission, ensuring consistency in its architectural expression, materiality, finishes, and overall visual appearance.

b) It was further observed that the submission is incomplete, as it includes photographs of only the front façade, whereas the rear façade photographs have not been furnished. The revised submission shall include updated, uncut site photographs of all visible sides of the building to enable a comprehensive understanding of the existing conditions and facilitate the Commission's assessment of the proposal.

c) After completing the modifications, the revised submission shall include side-by-side comparative photographs clearly illustrating the "Before" condition (3D views submitted and approved by the Commission at the Formal Stage) and the "After" condition (actual as-built construction), facilitating review of the completed works by the Commission.

  1. Overall, the proposal received at the completion stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

8Proposed construction of South African High Commission Chancery and High Commissioner official residence at 28A, Dr. Jose Rizal Marg, Diplomatic Enclave, Chanakyapuri.
  1. The NDMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal of South African High Commission Chancery & Office Block and High Commissioners official residence at its meeting held on November 6, 2025; specific observations were given.
  3. The Commission accepted the concept of the building plans proposal received at conceptual stage at its meeting held on December 18, 2025; specific observations were given.
  4. The building plans proposal for South African High Commission Chancery Block and High Commissioners official residence received (through OPAAS) at the formal stage was scrutinised, along with the previous replies submitted to the previous observations of the Commission communicated vide DUAC letter no. OL-09122527065 dated 23.12.2025.  Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.​​​​​​​

c) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.​​​​​​​

d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

e) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

9Completion plans proposal in respect of Commercial building on plot no.-A in LSC-2, Sector-10, LOP-160, Dwarka.
  1. The DDA forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission approved (formal) the building plan proposal (B+G+3 floors) at its meeting held on January 11, 2024; specific observations were given.
  3. The Completion plans proposal received (through OPAAS) was scrutinised along with the drawings, documentations, project report etc., provided at the time of formal approval. Based on the drawings, documentation, other information provided with the current submission, the following observations are to be complied with:

a) The Commission observed that the proposal has been submitted for Completion; however, the documentation furnished is incomplete. Site photographs of certain completed components, including the public artwork and the basement (comprising the double stack parking system), have not been submitted. It was further observed that substantial portions of the terrace appear devoid of the proposed utilities, including solar panels.

b) Since the proposal is under consideration for NOC for Completion, the revised submission shall include updated, uncut site photographs of all completed portions of the development, including the basement, terrace (showing all installed utilities, including solar panels), completed public artwork, parking areas, and other relevant components of the premises, to facilitate a comprehensive review of the completed works by the Commission.

c) It was observed from the submitted site photographs that certain works are still in progress. Further, the parapet wall in the terrace area, particularly near the solar panel installation, appears to be incomplete. Since the proposal has been submitted for NOC for Completion, it shall be ensured that the application is submitted only after all works, including architectural, civil, landscape, parking, terrace utilities, building services, and other ancillary works, have been completed in all respects. The revised submission shall include updated site photographs clearly demonstrating the completed status of the development for the review of the Commission.

d) The revised submission shall include side-by-side comparative photographs clearly illustrating the "Before" condition (3D views submitted and approved by the Commission at the Formal Stage) and the "After" condition (actual as-built construction). The comparative photographs shall be appropriately annotated to clearly identify the approved proposal vis-a-vis the executed development, thereby enabling a comprehensive assessment of the deviations and facilitating review of the completed works by the Commission.

  1. Overall, the proposal received at the completion stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of “Re-Construction Building on Plot no. 55, Sunder Nagar New Delhi.”
  1. The South-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal (formal stage) at its meetings held on April 29, 2026 and July 7, 2026; specific observations were given.
  3. The building plans proposal (comprising of basement + ground + 2 upper floors) received (through OPAAS) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-04072655016 dated 15.07.2026.  Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, rainwater pipes, water discharge from the balconies, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

2Add./alts. in building plans proposal at Property no. 2205, ward no. VI, situated at Naya Mohalla, Ahata Kaley Sahab, Gali Qasimjan, Ballimaran.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken has been found in the available record of the Commission.
  3. The building plans proposal for additions/alterations (comprising of basement + ground + 3 upper floors, and additions/alterations proposed on existing ground floor only) received (through email) at the formal stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, site photographs and discussion held, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The proposal was reviewed from the perspective of its architectural vocabulary, including design principles, architectural style, scale, proportions, materiality, and façade articulation. The Commission observed that the proposed façade does not adequately respond to the historic urban character of the Shahjahanabad precinct. Accordingly, the façade design shall be revisited to reflect the characteristic architectural form, scale, proportions, materials, façade treatment, and traditional design vocabulary of Shahjahanabad.

c) Detailed skin sections shall also be submitted to clearly illustrate the façade treatment, including material specifications and provisions for weather protection.

d) The internal planning shall be reviewed and rationalised to optimise the utilisation of the available space and achieve efficient functional planning, logical circulation, and cohesive spatial organisation. It shall be ensured that all habitable spaces are provided with adequate natural light, ventilation, and appropriate fenestration in accordance with the applicable provisions of the Unified Building Bye-Laws (UBBL), relevant norms, and statutory requirements.

e) It was observed that the proposed rainwater shafts within the balconies have not been reflected in the submitted elevations and 3D views. As their location may impact the overall façade treatment and visual aesthetics, the revised submission shall clearly incorporate and architecturally integrate these elements in the elevations, and 3D views for the review of the Commission.

  1. Overall, the proposal received at the formal stage needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

3Building plans proposal for Add./alts. in respect of Property no. 3303 to 3309 situated at Sita Ram Bazar, Main Road, Delhi – 110006.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approval (Formal/Completion) taken from the Commission has been found in the available records.
  3. The proposal is for the additions/alterations in respect of the property no-3303 to 3309 however, the property no. 3308 is notified as a Grade-III heritage property at serial no. 503 vide gazette notification -13(43)/MB/UD/2014/1602 dated 29.07.2016 issued by the Govt. of NCT of Delhi.
  4. The proposal was accepted by the HCC at its meeting held on July, 22, 2026 specific observations given.
  5. The building plan proposal for additions/alterations (comprising of Ground and first floor) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations, and site photographs, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.

c) The provisions for road widening and extent of overhead projections shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, rainwater pipes, water discharge from the balconies, service equipment, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.
