C. PROJECT PROPOSALS:

1Building plans proposal in respect of Proposed Middle School at Aram Bagh for Samarth Shiksha Samiti.
  1. The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal received at formal stage at its meeting held on June 18, 2026; specific observations were given.
  3. The Commission accept the concept of the proposal received at conceptual stage at its meeting held on July 23, 2026; specific observations were given.
  4. The building plans proposal for (comprising of B+G+3 floors) received (through OPAAS) at the formal stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-20072627034 dated 29-07-2026. Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) The earlier observations by the Commission vide letter no: OL-20072627034 dated 29-07-2026 mentioned:

“…The proposed artwork appears fragmented and inadequately proportioned to the building façade. It shall be ensured that the artwork is suitably scaled and positioned to integrate with the architectural design of the building without marring its overall aesthetics. It shall be ensured that the proposed artwork is executed using durable and permanent materials to minimise maintenance requirements and ensure its long-term durability and longevity…” to which the architect replied that,

“…The proposed public artwork has been revised and integrated with the architectural composition of the façade..”

However, upon examination, it was observed that the artwork should be appropriately revised using permanent material. The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

e) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

2Part Completion plans proposal for Addition/alteration in respect of Motel building on Khasra no. 51/16, 51/17 Min, 51/18 Min, 51/19 Min, 51/20 Min,51/23 Min, 51/24. 51/25, 57/4 Min, 57/5, 57/6 Min, 57/26, 50/20 at Village Bakoli (for Krish Developers (P) Ltd.)
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission did not accept the concept of the building plan proposal for additions/alterations at its meeting held on November 10, 2022, March 16, 2023, and October 04, 2023, respectively, specific observations were given. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on August 17, 2023, July 27, 2023, July 13, 2023, May 04, 2023, and February 23, 2023, respectively, specific observations were given.
  3. The Commission accepted the Concept of the Building plan proposal for addition/alterations at its meeting held on April 06, 2023, specific observations were given.
  4. The Commission approved the building plans proposal for addition/alteration at its meeting held on December 21, 2023; specific observations were given.
  5. The proposal for part NOC for Completion (comprising of newly constructed multipurpose hall, modification in existing ground floor hall, basement hall and kitchen) received (through email) at the Completion stage was scrutinized along with the submission approved (formal stage) by the Commission.  Based on the submission, including the Completion drawings, supporting documentation, previous submission (formal stage), and site photographs, the following observations are to be complied with:

a) The submission lacks clarity, as it does not provide a clear and self-explanatory comparative presentation of the proposal approved by the Commission vis-a-vis the as built executed on site. For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks (of all floors including terrace level) to be provided. Also, the areas under part NOC for completion shall be appropriately marked and highlighted for better understanding.

b) Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC) in a different colour, to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

c) The submission includes drawings prepared at the approval stage, which are causing confusion at the completion stage. Such drawings shall be removed, and only relevant as-built documentation shall be submitted. Also, no drawings depicting proposed or future works shall be included, as the Commission's consideration at the completion stage is limited to the works already executed. Further, comparative 3D views of the approved and as-built conditions shall be submitted instead of standalone 3D views.

d) The site photographs submitted are incomplete and do not adequately document the building. The terrace has not been photographed, and the submitted photographs are neither sufficiently clear nor comprehensive to facilitate assessment. Clear, uncut and unedited photographs covering all sides of the building and all relevant areas, including the terrace, basement parking (including double stack parking approved at the time of formal stage), and other significant spaces, shall be submitted.

e) The site photographs indicate that the basement parking does not appear to be fully functional and the work is also in progress. Further, while the approved drawings depict a double-stack parking system, the same is not evident in the submitted site photographs. The submission is, therefore, incomplete and shall be supplemented with adequate documentation, including clear photographs demonstrating the execution of the approved double-stack parking system on site, along with supporting details to ensure it is complete and reviewed at the Completion stage.

  1. Overall, the proposal received at the Completion stage is incomplete and lacks clarity, and thereby, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.
Part NOC for Completion not accepted, observations given.

3Part Completion plans proposal for addition/alterations for Hospital Building of Holy Family Hospital situated at Okhla, New Delhi.
  1. The South-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the building plan proposal for additions/alterations (layout plan) at its meeting held on January 14, 2009, and specific observations were given.
  3. The Commission did not approve the building plans proposal for additions/alterations at its meeting held on March 04, 2023, specific observations were given.
  4. The Commission accepted the Concept of the building plan proposal for additions/alterations (addition of a new super speciality block B+G+10) at its meeting held on March 23, 2023, specific observations were given.
  5. The Commission approved the building plan proposal for additions/alterations at its meeting held on May 4, 2023, and specific observations were given.
  6. The proposal for Part NOC for Completion (comprising of Super Speciality block (basement + ground + 10 floors) and MLCP Block-P1) received (through email) at the Completion stage was scrutinized.  Based on the submission, including the Completion, drawings, supporting documentation, and site photographs, the proposal for Part NOC for Completion (Super Speciality block + basement + ground + 10 floors and MLCP Block (P1)) is accepted. It shall, however, be ensured that all open stack parking provisions denoted as P2, and P3 in the layout plan are completed and made fully functional upon the final completion of the entire complex.

4Building plans proposal for Addition/Alteration in respect of Veena CGHS Ltd, plot no. 5D, Sector-22, Dwarka.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. Earlier, the Commission approved the Layout and Building Plans proposal at its meeting held on May 31, 2002.
  3. The Commission approved the revised layout and building plans proposal at its June 09, 2010, meeting and subsequently accepted the NOC for Completion at its May 11, 2011 meeting.
  4. The building plans proposal for additions and alterations (extension of bedroom, living room, toilet, and addition/extension of balconies) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

d) The extensive use of temporary materials to cover balconies across the entire complex has been observed, detracting from both the visual appeal and urban aesthetics. These coverings shall be removed and shall be checked at the time of receiving the proposal for NOC for Completion.

e) All plumbing pipes, rainwater pipes, water discharge from the balconies, drying of cloths, the service equipment, water tanks, outdoor air-conditioning units, solar panels, toilet under SBM, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

5Building plans proposal in respect of “Proposed Redevelopment of Bhavishya Nidhi Enclave at Malviya Nagar, New Delhi”
  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The redevelopment proposal was earlier approved by the Commission in its meeting held on 20.06.2018.
  3. The building plans proposal for Redevelopment of Bhavishya Nidhi Enclave at Malviya Nagar received (through OPAAS) at the formal stage was scrutinised and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the submission made, including drawings, project report, documentations submitted, and discussion online, the following observations are to be complied with:

a) The Commission observed during the online discussion with the Project Architect that site constraints, including the proximity of an ASI-protected monument, have been cited as the reason for accommodating the requisite parking entirely at surface level and for not utilising the permissible ground coverage, height, and FAR.

The project architect was advised to examine these aspects holistically and submit a detailed planning rationale for not availing the permissible ground coverage, height, and FAR. The submission shall also explain the implications of the proposed planning approach on the future development potential of the site, for the judicious consideration of the Commission.

b) The elevations and sections submitted do not adequately explain the proposal. Detailed longitudinal and cross-sections, including sections across the site, shall be submitted to facilitate a comprehensive understanding of the proposal. In addition, detailed façade (skin) sections indicating the materials, finishes, and construction details shall be furnished to clearly illustrate the architectural treatment of the building envelope.

c) As the proposal involves complete demolition and reconstruction, it was observed that the design details of the proposed main gate and boundary wall have not been submitted. Considering that these elements contribute significantly to the overall visual character of the development, the revised submission shall include detailed drawings of the main gate and boundary wall, including gate/grill details, materials, finishes, and their architectural integration with the overall design, duly coordinated with the plans, elevations, sections, and 3D views.

d) Appropriate provisions for outdoor air-conditioning units, clothes drying areas, rainwater disposal within balconies, and other building services shall be integrated into the design. The submission shall clearly indicate their locations together with appropriate screening mechanisms to ensure that these elements do not adversely affect the architectural character of the building.

e) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

The revised proposal may be submitted at the Conceptual Stage, along with the requisite updated drawings, design rationale, and other supporting details, to facilitate a comprehensive review by the Commission. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

6Building plans proposal in respect of Ayush Hospital at Redevelopment of GPRA Colony, Sarojini Nagar.
  1. The NDMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The proposal in respect of GPRA Colony, Sarojini Nagar was approved by the Commission at its meeting held on January 17, 2020.
  3. The Commission did not approve the building plans proposal for Ayush Hospital at Redevelopment of GPRA Colony, Sarojini Nagar at its meeting held on January 22, 2026; specific observations were given.
  4. The building plan proposal for Ayush Hospital, Sarojini Nagar (B+G+5 floors) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-19012624002 dated 29.01.2026, and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.  Based on the submission made, including drawings, documentations, photographs, replies submitted, discussion held, and email dated 13.08.2026, the following observations are to be complied with:

a) It was observed that the requisite car parking has been proposed through a puzzle parking system at the rear of the site. The concerned local body shall ensure its execution as per the approved proposal, and the same shall be verified at the time of consideration of the proposal for NOC for Completion. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

7Revised layout and building plans proposal in respect of Redevelopment of GPRA, Sriniwaspuri (Package-2), New Delhi. (Construction of 1230 nos. Type-II Residential Units and 02 nos. Multi-Level Car Parking including Development Works & Service etc.)
  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission approved the redevelopment of GPRA Srinivaspuri at its meeting held on May 29, 2019.  The Commission approved the revised proposal in respect of GPRA Srinivaspuri (package-1) at its meeting held on November 20, 2025; specific observations were made.
  3. The revised layout and building plan proposal for (construction of 1230 nos. Type-II Residential Units and 02 nos. Multi-Level Car Parking namely MLCP-1 and MLCP-2 including Development Works & Service etc.) received (through OPAAS) at the formal stage was scrutinised and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. For further clarity on the proposal, the architect was requested to make a detailed presentation after incorporating the suggestions given by the Commission.

  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission approved the redevelopment of GPRA Srinivaspuri at its meeting held on May 29, 2019.  The Commission approved the revised proposal in respect of GPRA Srinivaspuri (Package-1) at its meeting held on November 20, 2025; specific observations were made.
  3. The revised layout and building plan proposal for (construction of 1220 nos. Type-IV Residential Units, 1 no. Maternity Block & Police Station including Development Works & Service etc.) received (through OPAAS) at the formal stage was scrutinised and a detailed discussion was held with the architect online on Cisco Web Ex meetings who provided clarifications to the queries of the Commission.
