A.   The minutes of the 1640th meeting of the Delhi Urban Art Commission held on 10.03.2022 were confirmed and approved.

C. PROJECT PROPOSALS:

Revised layout and building plan proposal for addition/alteration in respect of Daulat Ram College at Delhi University Enclave.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (multipurpose hall G+01) at its meeting held on June 01, 1990. The proposal for additions/alterations (addition of the second floor on the East wing, Ground to the Second floor on the West wing, Second floor on existing hostel block) was approved by the Commission at its meeting held on February 03, 2022, specific observations were given.

3. The revised layout and building plan proposal for additions alterations (addition of the second floor on East wing, Ground to the Second floor on West wing, Second floor on existing hostel block, fire escape staircases) received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-31012223007 dated 09.02.2022 and a detailed discussion held with the architect on Cisco Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held and the submission made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All water tanks, DG sets, DG exhaust pipes, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Building plans proposal for addition/alterations in respect of Motel building on Khasra No. 51/1 min, 51/10 min, 51/26 min, 51/6 min situated at village Bakoli.

1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal for addition/alterations (independent banquet/convention facility, addition of 26 rooms on the second floor, third and fourth floors for commercial/office space) at its meeting held on January 27, 2022, specific observations were given. The Concept proposal for additions/alterations was not accepted in the meeting of the Commission held on February 17, 2022, specific observations were given.

3. The revised proposal for addition/alterations received (online) at the formal stage was scrutinised along with the replies submitted in response to the observations of the Commission communicated vide DUAC observation letter no: OL-04022227013 dated 22.02.2022 and a detailed discussion held with the architect on Cisco Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held, replies submitted and the submission made, the following observations are to be complied with:

a) The Commission observed that the air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made to screen all the outdoor units, so as not to mar the aesthetics. In the case of a central air conditioning system Ammonia-based centrally air conditioning system or equivalent should be considered for high energy efficiency and environmental sustainability for the site.

b) Double stack parking arrangements have been shown in the basement and the setbacks to achieve the requisite parking requirements. The architect/proponent shall ensure its actual execution at the site and the same shall be examined at the time of receiving the proposal at the completion stage.

c) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This formal approval concerns the proposal for additions/alterations only.

d) The clear height in the basement ramps should be as per applicable norms/regulations/guidelines etc.

e) Work of art shall ensure to be in terms of the public art provisions as stipulated under point no. 14 of the CPAA (Criterion for Project Assessment and Approval) available on DUAC website at www.duac.org.in.

f) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Revised building plans proposal for addition/alteration in respect of Retail/Office/Service Apartment /Multiplex at Plot No. A-3 and P1B, Situated at District Centre, Saket.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

2. The Commission approved the layout and the building plan proposal for shopping cum multiplex at its meeting held on January 20, 2005, and the revised building plan proposal was considered in the meetings of the Commission held on June 17, 2005, October 17, 2005 (conceptual stage) and May 08, 2006, respectively.

3. The revised building plan proposal for additions/alterations (addition of third floor above) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco Webex meetings who provided clarifications to the queries of the Commission. Based on the discussion held and the submission made, the following observations are to be complied with:

a) The Commission observed that the proposal is for the addition of a third floor (addition of four restaurants) over an existing superstructure.  The capacity of the Restaurants including its internal functional arrangements and potential impact visible externally, kitchen etc. (chimney ducts, exhausts etc.) should be shown to understand the scheme better.

b) A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the four Restaurants, a detailed solid waste management plan proposal along with its location on the site plan should be submitted.

c) The Commission observed that the proposal is for the addition of a third floor over an existing superstructure  (addition of four restaurants). A lot of live/dead load is being added to the existing building. Considering structural changes in the existing building, structure shall be such designed that it can withstand weather effects, impacts from calamities like earthquake etc.

d) The Commission observed that the air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made to screen all the outdoor units, so as not to mar the aesthetics.

e) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This formal approval concerns the proposal for additions/alterations only.

Completion Plans proposal in respect of DGS & D Office Building, Department of Commerce (Vanijya Bhawan) At 16, A, Akbar Road.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on January 31, 2018.

3. The building plan proposal for NOC for completion received (online) at the completion stage was scrutinised and found acceptable.

Building Plans proposal for Serendipity Arts Foundation- Live Museum at Plot No.02, Industrial Area Phase-II, Vasant Kunj. (Conceptual Stage)

D. ADDITIONAL DETAILS:

1Revised building plan proposal for additions/alterations in respect of Bharat Jagriti CGHS Ltd., Plot no: 22, Sector-12, Dwarka.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The Commission approved the layout and building plan proposal at its meeting held on August 24, 2001, and the NOC for completion plan proposal was accepted in the meeting held on June 18, 2014.

3. The revised building plan proposal for additions/alterations (addition of balconies, room) received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) The Commission observed that the proposal is at the formal stage and the inconsistencies have been observed in the submission. The  3d views that have been submitted are of a G+3 structure but the existing superstructure is a stilt+10 stories structure thereby presenting an inaccurate site condition that is not appreciated by the Commission.

b) In view of the incomplete proposal (at the formal stage) submitted for the consideration of the Commission, it is returned to the concerned local body without consideration of the Commission.
