C. PROJECT PROPOSALS:

1Completion plans proposal in respect of Rural Health Training Centre, Najafgarh.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal (B + G + 3) in respect of 100 bedded general hospital at RHTC, Najafgarh at its meeting held on November 20, 2019, specific observations were given.
  3. The Commission did not accept the NOC for completion at its meeting held on October 13, 2022, specific observations were given.
  4. The revised proposal for NOC for Completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-11102258035 dated 18.10.2022, comments given by the concerned local body i.e., South DMC, and the observations/recommendations given by the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma. Based on the comments received and the revised submission made, the following observation is to be complied with:

a) It was disappointing to observe that this submission has fudged photographs and distorted data related to the proposal, which exaggerated the actual site conditions, which is against the letter and spirit of the Ease of Doing Business (EoDB).

2Building plan proposal in respect of Motel building on Khasra no. 417/1 min, 421 min, 422 min, 423 min and 424 min at Village Ghitorni.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. No previous record of the approvals (formal) or the NOC taken has been found in the available record of the Commission.  The Commission accepted the concept of the building plan proposal (3 basements+G+7 floors) at its meeting held on February 26, 2020, and specific observations were given.
  3. The Commission did not accept the Concept of the building plan proposal at its meeting held on November 03, 2022, specific observations were given.
  4. The building plan proposal (2 basements+Ground+10 floors) for demolition and reconstructions received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-17102227048 dated 07.11.2022. The Commission observed various non-compliances with its previous observations and intended to discuss the same with the architect (online) but he was not available. Based on the replies submitted, the unavailability of the architect (online), and the revised submission made, the following observation is made:

a) The Commission observed that while not accepting the proposal at the conceptual stage at its meeting held on November 03, 2022, very detailed & specific observations were communicated vide DUAC observation letter no: OL-17102227048 dated 07.11.2022 unsatisfactory compliances have been made and some of which remain non-compliant.

b) The proposal is at the formal stage, and all compliance to its previous observations be sufficiently detailed and resubmitted for the consideration of the Commission.

  1. In view of the insufficient information provided to the Commission, the proposal could not be appreciated judiciously by the Commission.
  2. The architect is advised to adhere to & ensure the compliance of its previous observations communicated vide DUAC observation letter no. OL-17102227048 dated 07.11.2022 and furnish pointwise compliance & reply.
Not approved, observations given.

3Completion plans proposal in respect of National Institute of Homeopathy at Sector-8, Narela.
  1. The proposal was forwarded by the North DMC (online) for consideration by the Commission.
  2. The Commission accepted the Concept of the Layout and Building plan proposal at its meeting held on July 11, 2018, and specific observations were given.
  3. The Commission approved the Layout and the Building plan proposal at its meeting held on March 09, 2019, and specific observations were given.
  4. The Commission did not accept the NOC for Completion at its meeting held on November 24, 2022, and specific observations were given.
  5. The revised proposal for NOC for Completion received (online) at the Completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC Observation letter No. OL-23112249019 dated 28.11.2022 and the observations/recommendations given by the concerned local body i.e., North DMC in part ‘B’ & ‘C’ Proforma. Based on the observations/recommendations received and the revised submission made, the proposal for NOC for Completion is found acceptable.

4Completion plans proposal in respect of Delhi Public School at pocket -5, Sector-C, Vasant Kunj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on January 20, 1992, and the NOC for Completion was accepted at its meeting held on May 02, 2012.
  3. The Commission approved the building plan proposal for additions/alterations (Canteen Block, M.P. Hall and addition of 3rd floor on Existing block C) at its meeting held on May 18, 2018.
  4. The Commission did not accept the NOC for Completion (part) at its meeting held on August 25, 2022, and specific observations were given.
  5. The revised proposal for NOC for Completion (M.P. Hall and addition of 3rd floor over Block C) received (online) at the Completion stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-24082258021 dated 02.09.2022 and observations/recommendations given by the concerned local body i.e., South DMC in part ‘B’ & ‘C’ Proforma. Based on the replies submitted, observations/recommendations given by the concerned local body, and the revised submission made the proposal for NOC for Completion is found acceptable.
NOC for completion (part) for (M.P. Hall and addition of 3rd floor over Block C) accepted, observations given.

5Building plans proposal in respect of plot no. 88, MPL no. 4902 situated at Block Q, Daryaganj.
  1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meeting held on October 20, 2022, specific observations were given.
  3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-18102255063 dated 25.10.2022. Based on the replies submitted and the revised submission made, the following observations are to be complied with:

a) Three options for 3D views were presented before the Commission for its consideration, option no-1 is found to be more appropriate.

b) Stone jaali around the solar panels be removed and may consider removing the same around outdoor air-conditioner units.

c) Rainwater pipes in the balconies be appropriately camouflaged so as not to remain visible and mar the aesthetic of the façade.

d) All plumbing pipes, service equipment, outdoor air-conditioner units, solar panels, etc. should be camouflaged appropriately (in terms of point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

6Completion plan proposal in respect of Commercial cum Multiplex with MLCP block, Jasola Apollo Metro Station, Sarita Vihar, Mathura Road.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on January 17, 2020, and specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meeting held on November 10, 2022, and specific observations were given.
  4. The revised proposal for NOC for completion received (online) at the Completion stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-03112248015 dated 15.11.2022 and comments given by the concerned local body i.e., DDA. Based on the replies submitted, comments received from the local body and the revised submission made, the following observation is to be complied with:

a) It was to the displeasure & disappointment of the Commission that inspite of earlier warning on fudged submission, the architect/proponent has again submitted an extensive fudged, doctored, and inaccurate submission for its consideration. The Commission has got it verified by its staff who visited the site in person on December 05, 2022. It is against the letter and spirit of the provisions as stipulated under Ease of Doing Business (EoDB).  

NOC for completion not accepted, observations given.

7Proposal in respect of Master Plan for Redevelopment of New Delhi Railway Station.
  1. The proposal was forwarded by the RLDA (online) for consideration by the Commission.

8Building plans proposal for additions/alterations in respect of DPS CGHS Ltd., Plot No. 16, Sector-4, Dwarka.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission accepted the NOC for Completion at its meeting held on November 14, 2002.
  3. The Commission approved the building plans proposal for additions/alterations at its meeting held on May 07, 2018, and specific observations were given.
  4. The revised building plans proposal for additions/alterations received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) From the actual site photographs provided by the architect, it was evident that the construction work on the site is in progress, which the Commission took note of.

b) The formal proposal is for extensive additions/alterations on an existing superstructure but the same has not been elucidated appropriately so much so that the 3D views, elevations, sections etc., do not match with the design proposal for additions/alterations submitted. Accordingly, it was desired that the 3D views of the proposed design scheme shall be superimposed on the existing superstructure for a judicious understanding of the design proposal.

c) The air-conditioners could be an eye-sore to the building façade thereby spoiling the visual, urban aesthetics. Innovative design provisions shall be made in the design itself to accommodate the outdoor air-conditioner units, and it shall be ensured that the pipes are appropriately screened so that they are not exposed on the outer façade and mar the aesthetics.

d) Rainwater pipes in the balconies be appropriately camouflaged so as not to remain visible and mar the aesthetic of the façade.

e) All requisite parking provisions must be as per applicable norms/regulations/guidelines etc.

f) All temporary coverings/extensions must be removed.

g) A lot of live/dead load is being added to the existing building. Considering structural changes in the existing building structure shall be designed so that it can withstand weather effects, impacts from calamities like earthquakes etc.

h) The Commission observed that while considering the case for additions/alterations it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

i) All water tanks, plumbing pipes, service equipment, outdoor air-conditioner units, solar panels etc. should be camouflaged appropriately (in terms of point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) as available on the DUAC website at www.duac.org.in.

  1. In view of the insufficient information provided to the Commission, the proposal for additions/alterations could not be appreciated fully by the Commission.
  2. The architect is advised to adhere to the above observations of the Commission and furnish a pointwise compliance & reply.
Not approved, observations given.

9Completion plans proposal in respect of Multiplex Cinemas and shopping mall Cross River at Plot no. 9B & 9C, CBD Shahdara.
  1. The proposal was forwarded by the DDA (online) for consideration by the Commission.
  2. The Commission approved the layout and the building plan proposal at its meeting held on September 02, 2004, specific observations were given and accepted NOC for Completion at its meeting held on March 22, 2006.
  3. The Commission approved the building plan proposal for addition/alteration (additions on the third floor) at its meeting held on June 19, 2019, and specific observations were given.
  4. The Commission did not accept the NOC for Completion (Part-additions on the third floor) at its meeting held on November 10, 2022, specific observations were given.
  5. The building plan proposal for NOC for Completion (Part-additions on the third floor) received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-03112248014 dated 15.11.2022 and comments given by the concerned local body i.e., DDA. A detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the replies submitted, comments received from the local body, a discussion held (online), and the revised submission proposed for NOC for Completion (Part-additions on the third floor) is found acceptable.

10Completion plans proposal in respect of Premise no. 2, Golf Links.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the building plan proposal (Demolition and reconstruction) at its meeting held on November 13, 2019, and specific observations were given.
  3. The building plan proposal for NOC for Completion (Demolition and reconstruction) received (online) at the completion stage was scrutinised along with the comments given by the concerned local body i.e., NDMC. A detailed discussion (online) was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. Based on the comments received from the local body, the discussion (online) held, and the submission made the proposal for NOC for Completion is found acceptable.
NOC for Completion is accepted.

11Completion plans proposal in respect of Vietnam Embassy at EP-7A, Chandragupta Marg, Chanakyapuri Diplomatic Enclave.
  1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.
  2. The Commission approved the layout and building plan proposal at its meeting held on April 18, 2018.
  3. The Commission did not accept the NOC for Completion (Part-in respect of the Residential block and Basement floor) at its meeting held on July 14, 2022, specific observations were given.
  4. The revised proposal for NOC for Completion for Vietnam Embassy at EP-7A, Chandragupta Marg, Chanakyapuri Diplomatic Enclave received (online) at the completion stage was scrutinised along with the replies submitted by the architect in response to previous observations of the Commission communicated vide DUAC observation letter no: OL-07072250005 dated 20.07.2022 along with the comments given by the concerned local body i.e., NDMC. Based on the replies submitted, comments received from the concerned local body (NDMC) and the revised submission made the proposal for NOC for Completion is found acceptable.
NOC for Completion is accepted.
