- The South DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission accepted the building plans proposal for demolition & reconstruction at the conceptual stage at its meeting on September 11, 2025; specific observations were given.
- The building plans proposal for demolition and reconstruction (2 Basement+Ground+27 floors) received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:
a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
c) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

- The CPWD forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the layout/master plan at its meeting held on June 4, 1986; specific observations were given.
- The building plans proposal for Administrative block (basement+stilt+5 floors) in existing NCERT campus received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:
a) The submitted floor plans indicate that there is no screening provided at the entrance of the toilets, resulting in urinals being visible from the corridor. It shall be ensured that screening is provided at the entrance of all toilets (male and female) on every floor, so that the interior of the toilets is not visible from the corridor.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
d) It shall be ensured that the installation of solar panels is in accordance with the solar orientation, so as to ensure their effective functioning. - The building plans proposal for demolition and reconstruction (Ground + 2 floors + terrace) received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:
a) The entire proposal shall adhere to all the norms/regulations of the prevailing LBZ guidelines.
b) All parking provisions shall comply with all applicable norms/guidelines/regulations, and other relevant requirements.
c) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. | 4 | Demolition and Reconstruction of Assam Bhawan on Plot No 1, Sardar Patel Marg, New Delhi. | |
- The NDMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on October 09, 1980 and subsequently accepted the NOC for completion at its meeting held on September 16, 1987.
- The Commission approved the proposal for demolition and reconstruction at its meeting held on July 13, 2023; specific observations were given. The Commission did not approve the revised proposal for demolition and reconstruction at its meeting held on September 11, 2025; specific observations were given.
- The revised building plan proposal for demolition and reconstruction (03 Basements + ground + 6 floors) was scrutinised along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no. OL-09092524018 dated 17.09.2025, and the Commission intended to discuss with the architect and project proponent (online), but they were not available for discussion. Based on the submission made and the unavailability of the architect/project proponent for discussion, the following observations are to be complied with:
a) It has been observed that the submission has been re-submitted without satisfactorily addressing previous observations outlined in DUAC letter no: OL-09092524018 dated 17.09.2025, which is not appreciated.
b) It is reiterated that:
a. “……The Commission noted that the incomplete submission has been received at the formal stage; all side 3D views are required, including materiality on the façade. All side detailed elevations along with materiality, finishes, architectural elements, etc., should be submitted. The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex; thus, a detailed drawings and detailed section, 3D views (from all sides) complete in all respects shall be provided, including gate/grill detail, material applications, etc….”
Although the architect mentioned in their reply that all drawings and 3D views have been submitted, only two side views have been provided, making the submission incomplete. Since this is a formal submission, it should include uncut 3D views from all angles, with annotations that clearly explain the design scheme in detail. As the proposal has been resubmitted with modifications to the scheme previously approved by the Commission on July 13, 2023, 3D views from all sides showing the modifications side by side should also be provided to give a comprehensive view of the revised scheme.
c) The submitted 3D views show identical left and right-side views of the building, while the floor plans display different elements and design features on each side. Therefore, the submitted views are inconsistent. It should be ensured that corresponding and updated 3D views of the building from all angles, including materiality, are provided to ensure clarity in the submission.
d) The site plan shows the HT meter room, HVAC shaft, and guard room at the entrance on Sardar Patel Marg. However, these elements are missing from the submitted 3D views, making the built-up structures appear incomplete. Since these omissions could impact the urban and environmental aesthetics, all such structures must be properly included in the relevant plans and 3D views for review. The terraces of these structures should be suitably treated as it will be visible from upper floors of the main building.
e) Details of the main gate and boundary wall are missing from the submission received at the formal stage. The design of the gate and boundary wall could significantly impact the overall aesthetics of the complex. Therefore, the gate, grill, and material details need to be detailed in coordination with the plans/elevations/sections/3D views.
f) All parking provisions shall comply with all applicable norms/guidelines/regulations, and other relevant requirements.
g) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
