- The North DMC forwarded (online) the proposal for consideration by the Commission.
- The building plans proposal for a residential building (comprising a basement + Ground + 3 floors) received (online) at the formal stage was scrutinised, and the following observations are to be complied with:
a) From the site plan submitted, it is evident that the property can be accessed through the front road as well as through the rear street. But an appropriate number of site photographs, including those of these two roads, are missing, which were required to understand the context, thereby rendering the submission unsuitable for proper review.
b) The architect is also advised to go through the DUAC Memorandum no: 1(2)/82-DUAC dated 07.10.2025 related to “Requirement to include existing site context in building plan proposal at the formal stage-Regd” which states that:
“….To Ensure a cohesive review at the formal stage, as the Commission has decided that all projects must submit an appropriate number of actual site and surrounding superimposed 3D views showing the proposed building in the context of the existing site and neighbourhood…”
c) The building's façade appears simple; it does not blend with the surroundings, meaning it does not match the heritage character of Shahjahanabad. Aesthetics need improvement. The windows on the façade all seem fixed, lacking realistic provisions for appropriate openings.
d) The Staircase windows are aligned at the same lintel and sill levels as the other room windows in the elevations, which are otherwise at different heights. This needs to be re-examined and corrected; coordinated drawings should be provided.​​​​​​​
e) It is suggested that the rainwater pipes should not be shown as embedded into the structural beams or columns; this option must be avoided, the structural safety of the building should be ensured by the local body. ​​​​​​​
f) The width of the door accessing the room from the staircase appears to be of a small size. For better understanding, all door openings/swings shall be marked in the plans.​​​​​​​
g) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

- The North DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on January 19, 2023; specific observations were given.
- The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the submission, including documentation, drawings, and photographs, the following observations are to be complied with:
a) The Commission observed that, due to the careful consideration given by the Commission when approving the design scheme in terms of materials, finishes, architectural elements, façade, etc., a comparison between the approved design and photographs of the completed structure indicated that construction had proceeded without adhering to the approved design scheme, which is not acceptable. Even on one side, a temporary covering has been erected, outdoor air conditioners are visible, and the site appears unfinished, marring the complex's visual appeal and aesthetics.
b) The architect is also advised to go through the DUAC Memorandum vide letter no: 1(2)/82-DUAC dated 07.10.2025 related to “Facade modifications by the architects or proponents without prior formal approval from the Commission at the formal stage for proposals received at the NOC for the completion stage-Regd” which states that:
“…..Any deviations from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.…”
c) The architect is advised to correct the submission as per para ‘a’ above and address the issues highlighted including extensive modifications in the façade design, erection of a temporary covering, installation of outdoor air conditioners, and unfinished areas. Uncut Internal photographs of the public interface areas, terrace photographs, areas around set-backs etc. shall be also be provided for better understanding of the proposal.
- In view of the circumstances enumerated above, the architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals, and provide a point-by-point response incorporating the details.

a) The Commission noted that the front façade has an MS vertical grill pattern on one side and a laser-cut Jaali on the other side. To ensure consistency, it was recommended that the laser-cut Jaali be replaced with an MS vertical Jaali.

- The building plan for the medical college and Hospital (03 Basements + ground + mezzanine + 12 floors) was scrutinised, along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no. OL-09092524020 dated 25.09.2025. Based on the replies submitted, submission made, including drawings and photographs, etc., the following observations are to be complied with:
a) The Commission observed that to one of the replies to the previous observation of the Commission, the architect has replied that:
“……The red boundary plot has been only officially allotted to RML which is 3.01 Acres.
Existing land available physically is 3.53 Acres approx.….”
Outer wall that is now on area with local body for road widening must be ensured removed prior to NOC for completion as otherwise may create dead areas that will pose aesthetic, maintenance, and safety challenges. The Commission advised that the area left for road widening be suitably treated by the local body.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
d) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. The artwork design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

- Earlier, the Commission approved the layout and building plans proposal at its meeting held on February 24, 1995.
- The building plans proposal for additions and alterations (proposed extension of bedroom, toilet, extension of living/dining, balcony, fire staircases, addition of public toilet and ATM) received (online) at the formal stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, the discussion held, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing built construction at the site. This concerns the proposal for additions/alterations (proposed extension of bedroom, toilet, extension of living/dining, balcony, fire staircases, addition of public toilet and ATM) only.
b) It was observed that proposed additions of balconies, toilets, etc., have been made, but without addressing concerns about plumbing and rainwater pipes; exposed pipes may mar the façade’s aesthetics. It should be ensured that plumbing shafts are clearly marked and that appropriate screening design measures, including rainwater pipes, are taken.
c) Similarly, extensions have been proposed in the bedrooms, living rooms, dining rooms, etc., which may have provisions for outdoor air conditioners. It was suggested that a scheme be prepared to screen outdoor air conditioners in the proposed scheme for additions/alterations to avoid marred aesthetics.
d) Since the building involves an addition to an existing superstructure approved in 1995, a significant amount of live and dead load is also being added; the concerned local authority must ensure structural safety.
e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
f) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
g) Further, the architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

a) The architect in its report has submitted that:
“…….a) The project had already received approval from the DUAC under letter number 22(39)/2023-DUAC OL-17052322039 dated May 06, 2025. However, before granting approval, the DDA & DFS asked us to make certain changes on the plans, which are indicated and highlighted in the relevant plans and images. The DDA is seeking re-approval for these additional amendments from the Commission.
b) Those changes are outlined below:
• At Basement 3rd & 2nd – Basement extent has been slightly modified.
• At ground floor – Building extent has been reduced by 3Mtr from South-West side to increase setback.
• At 4th Floor – Cinema has been removed.
• At Typical floor – Service Apartment Building extent has been increased….”
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Based on the submission made, including drawings, documentations, and photographs, etc., the discussion held, the following observations are to be complied with:
a) The Commission observed that, due to the careful consideration given by the Commission when approving the design scheme in terms of materials, finishes, architectural elements, façade, etc., a comparison between the approved design (formally approved by the DUAC in the meeting held on February 12, 2020) and photographs of the completed structure indicated that construction had proceeded without adhering to the approved design scheme, which is not acceptable.
b) Furthermore, it is disappointing that the architect has compared the elevational façade, which the Commission has not approved, with photographs of the completed structure to justify modifications in the actual built structure, which is not acceptable.
c) The architect is also advised to go through the DUAC Memorandum vide letter no: 1(2)/82-DUAC dated 07.10.2025 related to “Facade modifications by the architects or proponents without prior formal approval from the Commission at the formal stage for proposals received at the NOC for the completion stage-Regd” which states that:

- The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the submission, including documentation, drawings, and photographs, the following observations are to be complied with:
a) The Commission noted that the hospital campus spans a 40,000 sqm site, comprising interconnected building blocks and related amenities such as parking, roads, a gate, and boundary walls. However, during the review of the architect's submission, it was found that only a few, cropped, insufficient photographs of the superstructure were provided. These should include annotated, uncut images of the entire buildings, terraces, public interface zones, parking, landscaping, the main gate, boundary walls, completed public art, basements, utility areas, and other features. It is required to submit an adequate number of clear, labelled photographs showing the completed superstructure, with proper views from all sides, to substantiate the work done at the site.
b) Based on the submission, the work appears to be ongoing, as indicated by incomplete facades, unfinished landscaping, and incomplete access roads. The building shall be complete in all respects, including civil, landscape, etc., as per formal approval before submitting the case to obtain a Completion certificate.
c) Further, approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.
d) For a better understanding of the proposal side by side photographs 'Before (3d submitted at the time of DUAC formal approval) and After (current actual built construction)' of the constructed building blocks is provided.
e) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.
- Overall, the NOC for Completion proposal has been submitted without the completion of work at the site; the Commission could not judiciously appreciate the proposal for the NOC for the completion plan. The architect is advised to adhere to the above observations and provide a point-by-point response that incorporates the details.

- The Commission approved the layout and building plans proposal at its March 19, 2001, meeting and subsequently accepted the NOC for Completion at its April 12, 2005, meeting. The Commission did not approve the building plans proposal for additions and alterations at its meeting on April 03, 2025, July 17, 2025 and September 4, 2025, respectively; specific observations were made.
- The revised building plans proposal for additions and alterations (addition of bedrooms, toilet, and balconies) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Observation letter no: OL-26032522112, F. No. 22(112)/2025-DUAC dated September 11, 2025, the following observations are to be complied with:
a) The Commission observed that while considering the case for additions/alterations, it did not consider or cover the existing construction at the site. This concerns the proposal for additions/alterations only.
b) It has been observed that the submission has been re-submitted without satisfactorily addressing previous observations outlined in DUAC letter no: OL-26032522112, F. No. 22(112)/2025-DUAC dated September 11, 2025.
c) The submission is not properly organised, and not well presented. The 3D views of the additions are unclear, and do not effectively convey design scheme. The drawings of existing and proposed changes should be overlaid on the actual façade to show the modifications clearly. Although proposed features such as balconies and toilets are included, issues with plumbing and rainwater pipes remain unresolved; exposed pipes could undesirably affect the façade’s appearance. It is required to clearly mark plumbing shafts and implement suitable screening solutions, including rainwater pipes.
d) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.
- Overall, the Commission could not judiciously appreciate the proposal for the additions/alterations. The architect is advised to adhere to the above observations and provide a point-by-point response that incorporates the details.

However, the elevation incorporates multiple architectural elements that are not reflected in the submitted drawings and therefore do not provide an accurate representation of the proposed design. It shall be ensured that the elevations and plans are fully coordinated, and that all architectural elements depicted in the 3D views are clearly and consistently reflected in the corresponding drawings.
c) The structural details, columns are missing in the submission. Since additions/alterations are made to an existing structure and the building footprint has a large span while housing a basement along with stilts, structural arrangement is important as it impacts functionality and façade design. It shall be ensured that a complete structural arrangement is provided for all floors, along with the parking arrangement.
d) Provision of rainwater in balconies and the terrace level is not shown in the submitted drawings. It shall be ensured to provide details of drainage, wherein the provision of screening mechanisms for concealment of the rainwater pipes shall also be provided so as not to mar the urban aesthetics of the façade.
e) Provision of plumbing shafts for kitchen and toilets is missing in the submission. It shall be ensured to provide adequate details of plumbing shafts on all floors, including screening mechanisms to ensure they do not mar the aesthetics of the facade.
f) Details of the air-conditioning mechanism have not been provided in the submission including location of outdoor air-conditioning units and their screening mechanism. A scheme must be submitted to demonstrate the placement, screening, and materials used for screening, along with plans, elevations, and 3D views.
g) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
h) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
i) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
j) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

- The building plans proposal for a commercial building (comprising of basement + stilt + Ground + 3 floors) received (online) at the formal stage was scrutinised, and the following observations are to be complied with:
a) From the site plan submitted, it is evident that the property can be accessed from three sides, including the front road, the side, and the rear street. Although site photographs from the front road are provided, images from the side and rear are missing. In the proposal, cars and other vehicles are shown accessing the proposed car lift from the rear side. To understand the context and rear vehicular feasibility, an appropriate number of photographs should be provided.
b) The commercial building proposal includes a general toilet with separate facilities for males and females on the first floor, directly above the main gate in the stilt area. This location appears impractical without provisions for plumbing shafts and screening. Additionally, the proposed layout raises privacy concerns that need to be addressed to ensure both user privacy and proper operation. Similarly, the rainwater discharge provisions should also be highlighted and presented.
c) Façade aesthetics should be considered while designing structural arrangements for the building.
d) Overall proposed design needs to be better elucidated with appropriate sections (through XX and YY axis) to understand the overall functioning and placement of basement, stilt and upper floors.
e) The proposed solar panels and outdoor air conditioners are screened through a jaali on the terrace floors, which might compromise their functioning; the same needs to be removed.
f) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
