C. PROJECT PROPOSALS: |
| 1 | Building plans proposal for addition of an Activity Block for Cambridge School, Sriniwaspuri. | |
- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission approved the building plans for additions and alterations at its meeting on April 8, 1980. However, the Commission did not accept the concept of the building proposal for adding an Activity Block at its meetings on March 13, 2025, May 15, 2025 and June 26, 2025; specific observations were made.
- The building plans proposal for (Activity Block G+03 floors) received (online) at the formal stage was scrutinised, along with the replies submitted to the previous observations of the Commission communicated vide DUAC letter no: OL-19062527034 dated 30.06.2025 and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, replies submitted, and the discussion held, the following observations are to be complied with:
a) It has been observed that the submission has been resubmitted with partial addressing of previous observations outlined in DUAC letter no: OL-19062527034 dated 30.06.2025. The previous observations of the Commission are being reiterated ie.
“..(b) Alternative strategies must be explored to accommodate proposed parking within the building footprint. The surface area freed from parking should be utilised to mitigate urban flooding and support groundwater recharge…”
It shall be ensured that alternate parking arrangements are provided to free the surface area from parking usage.
b) A discrepancy was observed in the submission with respect to the proposed parking provision. The Commission noted that the parking requirement had been calculated after applying a reduction under dynamic parking norms applicable to differently abled schools. However, during the online discussion, the Architect clarified that the parking calculations were undertaken considering metro-related deductions. It was noted that such deductions are not applicable to school buildings as per the Dynamic Parking Norms, 2021. Accordingly, the applicable parking norms shall be correctly applied, and the parking calculations, along with feasible parking provisions/options, shall be revised and resubmitted in compliance with the prescribed norms. All parking provisions shall adhere to the applicable norms, guidelines, and regulations.
c) It shall be ensured that all areas and floors are designed to be accessible and user-friendly for persons with disabilities, in compliance with applicable building bye laws.
d) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.
e) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
f) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
- Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and those furnished in DUAC letter no: OL-19062527034 dated 30.06.2025 and provide a point-by-point incorporation and response.

- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
- The building plans proposal for additions and alterations received (online) at formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, the discussion held, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) Only one site photograph has been submitted. At the formal submission stage, it shall be ensured that photographs of all sides of the existing building, including the basement and terrace, are provided to enable a comprehensive understanding of the site conditions.
c) The proposal is for additions/alterations to the existing building. The drawings showing existing & proposed changes should be superimposed on the existing structure to highlight the proposed modifications clearly with proper annotations specifying materials to be used and corresponding to proposal drawings, to be submitted to ensure clarity of the scheme and its judicious considerations.
d) The quality of the submitted drawings is sketchy and lacks the required clarity. It shall be ensured that revised submissions include clear and detailed drawings, comprising plans, elevations, sections, and 3D views, to adequately convey the proposal and make it self-explanatory.
e) The provision of proposed parking is not clearly understood. It needs to be clearly indicated in appropriate plans and other parking details, location of no. of cars, car movement pattern, etc. in each parking lot. Existing parking and the parking from additional FAR (proposed) are to be shown clearly on the layout plan with the bifurcation of two. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
f) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
g) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

Based on the submission and the replies submitted, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the Master plan in respect of Delhi University at its meeting held on January 06, 2010, specific observations were given. The Commission did not approve the layout and building plans proposal in respect of Institute of Eminence (IOE) and Auditorium at its meeting held on March 02, 2023, specific observations were given.
- The Commission approve the building plans proposal at its meeting held on May 25, 2023; specific observations were given.
- The revised building plans proposal received (online) at the formal stage was scrutinised. Based on the previous observations and the revised submission made, the following observations are to be complied with:
a) It is recommended that the horizontal bands below the windows be removed to minimise maintenance issues arising from bird droppings and rainwater accumulation, while ensuring a clean and well-maintained façade.
b) The design proposal incorporates provisions for double stack parking arrangements in the stilt area to meet the necessary parking requirements. The architect & the proponent to ensure the proper implementation of these arrangements on-site, which shall be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.
d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. - The DDA forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on March 16, 1998; specific observations were given. The Commission did not approve the building plans proposal for additions and alterations at its meetings held on December 11, 2025 and January 8, 2026; specific observations were given.
- The building plans proposal for addition/alteration (addition of bedroom, toilet, balcony, and extension of living and dining room in all units) received (online) at the formal stage was scrutinised, along with the replies submitted to the previous observations of the Commission communicated vide DUAC observation letter no: OL-02122522118 dated 13.01.2026. Based on the replies submitted and the submission made, including drawings and photographs, etc., the following observations are to be complied with:
a) It has been observed that the submission has been resubmitted with partial addressing of previous observations outlined in DUAC letter no: OL-02122522118 dated 13.01.2026. The previous observations of the Commission are being reiterated i.e.
“… (e )Also, the Commission emphasised that, to obtain the NOC for completion, the building must properly screen all exposed pipes, designate screened spaces for outdoor air conditioning units, and remove all temporary balcony coverings.
…f) The proposed architectural elements on the façade, including the balcony railing and jaali, have not been appreciated by the Commission. The termination of the jaali at the railing level is not considered a satisfactory detail and shall be revised, keeping safety standards in mind. Further, the design of the railing shall be reworked to ensure that it is low-maintenance and aesthetically appropriate, while maintaining coherence with the other elements of the façade…
…g)To enhance understanding, detailed large-scale drawings, such as plans, elevations, sections, and 3D views, of a typical block should be provided….”
To ensure the proposal is considered at the formal stage, the submission shall comply to all observations including earlier observations of the Commission.
b) The proposed 3D views and submitted drawings indicate the provision of double-stack parking adjacent to the building. This parking arrangement will restrict the effective use of the stilt area and is likely to obstruct natural light and ventilation to the lower floors. Further, such an arrangement may pose safety and security concerns, particularly for young children. It is therefore required that the architect explore alternative parking mechanisms to adequately accommodate the additional parking demand arising from the proposed increase in FAR while ensuring it is appropriately screened so as it does not mar the overall aesthetics of the complex. Options for alternative parking arrangements shall be provided in the revised submission.
c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

- The building plans proposal for addition/alteration received (online) at the conceptual stage was scrutinised, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) It shall be ensured that the proposed building is designed keeping in mind the consideration of the differently abled as per the prevailing building bye laws.
c) To ensure clarity and make the proposal self-explanatory, it shall be ensured that the areas where the proposed modifications are envisaged are clearly marked on the drawings as well as on the 3D views when submission is made at the formal stage.
d) As the proposal pertains to addition/alteration to an existing building where parking is already in use, it shall be ensured that site photographs of the parking areas in basement and terrace are submitted to facilitate proper consideration and review of the proposal by the Commission at the formal stage.
e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
