  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The building plans proposal for additions and alterations (proposed internal modifications on an existing ground floor and addition of proposed residential floors from the 1st to the 3rd floor above) received (online) at the formal stage was scrutinised. Based on the submission, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

2Building plans proposal (Demolition and reconstruction) in respect of Residential building at 4347-B, 4-C, Madan Mohan Street, Darya Ganj.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The building plans proposal for demolition and reconstruction (residential building with B+S+G+3 floors) received (online) at the formal stage was scrutinised. Based on the submission, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

3Building plans proposal for additions and alterations in respect of 4435-4436/7, portion - 2, situated at Ansari Road, Daryaganj.
  1. he South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plan proposal for additions and alterations at its meetings held on July 24, 2025, August 28, 2025 and December 24, 2025; specific observations were made.
  3. The building plans proposal for (Ground+3 Floors) received (online) at the formal stage was scrutinised along with the replies submitted to the previous observations of the Commission communicated vide DUAC observation letter no: OL-23072555125 dated 30.12.2025 and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, replies submitted, and the discussion held, the following observations are to be complied with:

a) It has been observed that the submission has been resubmitted with partial addressing of previous observations outlined in DUAC letter no: OL-23072555125 dated 30.12.2025. The previous observations of the Commission are being reiterated i.e. 

“..The submission refers to an existing basement; however, the corresponding site photographs have not been provided. It shall be ensured that existing photographs of all floors, including the basement and terrace, are submitted to clearly indicate the current status and condition of the spaces to understand the existing situation better…”

Discrepancy observed in the submission, though in its reply the architect has indicated that the basement photographs have been provided, but the same find missing in the submission. To ensure a complete submission, basement floor photographs shall be submitted, clearly depicting the current status of the basement.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

4Building plans proposal for additions and alterations in respect of Residential building, property no. 2940, situated at Hamilton Road, Mori Gate.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The building plans proposal for additions and alterations (received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, and the discussion held, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) Discrepancy observed in the submission, as per the project report/submission/3D views, the architect has indicated modifications to the existing ground floor, along with the proposal of a new basement and additional construction of the first, second, and third floors above. However, the submitted 3D views depict the ground floor as retained. Further, upon comparison with the existing site photographs submitted, the information does not correspond with each other. In view of the above, it was suggested that actual and updated site photographs, including interior views of the premises, be provided to substantiate the existing built construction at site (ground floor) for the Commission’s review.

c) The structural arrangement has not been submitted, and accordingly, the functional layout of the site is not clearly understood. It shall be ensured that the structural arrangement is provided to clearly explain the functioning of the site, including the parking arrangement at the basement & upper level. Double stack parking arrangements have been shown in the basement the same shall be elucidated with necessary details to understand its feasibility and functioning appropriately. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

5Building plans proposal for additions and alterations in respect of ‘MUSKAAN’ PAEPID – Parent Association for the welfare of Children with Mental Handicap at plot no. 3, Block no. B-2, Vasant Kunj.
  1. The South -DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans at its meeting held on June 06, 2000 and subsequently accepted the NOC for Completion at its meeting held on December 02,2002.
  3. The building plans proposal for additions and alterations (part second floor) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which the architect made an online presentation and clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, discussion held, the presentation made, and architect’s email dated 05.02.2026,   the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
 

Approved (Part portion of Second floor), Observations given.

6Building plans proposal (demolition and reconstruction) in respect of Commercial building at plot no. B-22, Block 4, Asaf Ali Road.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals (formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The concept of the building plans proposal (for demolition and reconstruction of plot no. B-21, Block-4, Asaf Ali Road) were accepted by the Commission at its meeting held on January 15, 2026; specific observations were given.
  4. The building plans proposal for demolition and reconstruction (Commercial building) received (online) at the formal stage was scrutinised. Based on the submission, the following observations are to be complied with:

a) The space earmarked for branding, as indicated in the three-dimensional views, shall be subject to prior approval by the Commission. A comprehensive signage and branding scheme shall be submitted and approved before commencement of construction, to ensure NOC at the completion stage.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

d) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

7Part completion plan proposal for Higher secondary school situated at S-block, Greater Kailash – II.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting on July 22, 2002 and the NOC for completion plan proposal was approved in the meeting of the Commission held on July 19, 2005.
  3. The Commission approved the revised building plans proposal for additions and alterations (addition of 4th floor) at its meeting held on May 6, 2021.
  4. The proposal for NOC for part completion (Part-Fourth floor only) received (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, the proposal for the NOC for completion (Part-Fourth floor only) is found to be accepted.

8Building plans proposal in respect of 7/28, MPL No. 4536/XI, Block No. 7, Ansari Road, Daryaganj.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The building plans proposal (residential building with B+S+G+3 floors) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, and the discussion held, the following observations are to be complied with:

a) It is suggested that the jaali be designed in a manner that does not overlap with the jaali of the balcony railing. Instead, it shall be integrated into the façade in a cohesive manner to ensure visual harmony and maintain façade aesthetics.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

9Building plans proposal in respect of Type -C Residence at IIT Delhi, Hauz Khas.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the revised layout plan of the Indian Institute of Technology, Hauz Khas at its meeting held on September 2, 2015.
  3. The Commission accepted the building plans proposal at conceptual stage at its meeting of November 13, 2025, specific observations were given.
  4. The building plan proposal for the Type-C Residence (S+12 floors) received (online) at the formal stage was scrutinised. Based on the submission made, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

e) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

10Completion plans in respect of Residential building at plot no. 97 Golf Links.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved building plans proposal (formal) at its meeting held on June 1, 2023, specific observations were given.
  3. The proposal for NOC for completion received for (Residential building with G + 2 floors) (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, the proposal for the NOC for completion is found to be accepted.

11Revised Building plans proposal in respect of Hospital building at FC-53, Pitampura.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. Earlier, the Commission did not accept the concept of the proposal at its meeting held on June 04, 2020, and specific observations were given. The Commission approved the building plans proposal (formally forwarded by the North-DMC) at its meeting held on 25 June 2021. Subsequently, the Commission approved the building plans proposal (formally forwarded by the DDA) at its meeting held on 27 October 2022, and specific observations were given.
  3. The Commission accepted the concept of the proposal at its meeting held on August 21, 2025; specific observations were given.
  4. The revised building plan proposal for (Hospital building with 3B+G+11) received (online) at the formal stage was scrutinised. Based on the revised submission made, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

12Completion plans proposal in respect of (part 16th, 17th, 18th floors) Commercial Complex at Plot no. F5, Wazirpur District Centre, NSP, Pitampura
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on April 03, 2007, and subsequently accepted the NOC for Completion plans at its meeting held on January 05, 2011. The Commission further approved the addition of three floors (16th, 17th & 18th) at its meeting held on June 03, 2021.
  3. The Commission did not accept the proposal for NOC for the completion plan (Part- 16th, 17th & 18th) proposal at its meetings held on October 16, 2025 and December 11, 2025; specific observations were given.
  4. The proposal for NOC for the completion (Part- 16th, 17th & 18th Floors) received (online) at the completion stage, was scrutinised, along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no OL-13102548063 dated 18-12-2025 and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, replies submitted, the discussion held, and email dated 05.02.2026, the following observations are to be complied with:

a) It has been observed that the submission has been resubmitted with partial addressing of previous observations outlined in DUAC letter no: OL-13102548063 dated 18-12-2025 and OL-13102548063 dated October 24, 2025.  

b) It was observed from the submitted site photographs that glazing on the upper floors has not been fixed, rendering the submission incomplete. It shall be ensured that all construction works, including the fixing of glass in doors and windows, are duly completed and provided to ensure the safety of users at NOC for completion stage.

  1. Overall, an incomplete submission supported by incomplete documentation and with discrepancies has been received at the Completion stage for the consideration of the Commission. The architect is advised to adhere to all the above observations and those provided vide DUAC letter no OL-13102548063 dated 18-12-2025 and OL-13102548063 dated October 24, 2025 and furnish a point-by-point incorporation and response.

Proposal in respect of Revision of Location of Public Toilet at Hindu College, North Campus. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the layout of Hindu College at its meeting on September 30, 2009.
  3. The Commission approved the addition of new faculty block at its meeting held on 28.04.2022, and approved the redevelopment of Boys hostel at its meeting on July 27, 2023.
  4. The proposal for revision of location of Public Toilet at Hindu College received (online) at the conceptual stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, and the discussion held, the following observations are to be complied with:

a) It was observed that actual site photographs of both the interior and exterior of the proposed location of the public toilet, have not been provided. The same shall be submitted along with the surrounding context to provide a clearer understanding of the proposed location.

b) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, tanks, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the conceptual stage is incomplete and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

D. ADDITIONAL DETAILS:

1Building plans proposal in respect of Residential building on property no. 2267 (old) and 4153-4154 (new), Ward no. VII, Gali Munshi Amiruddin, inside Gali Shahtata, Ajmeri Gate.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plan proposal at its meetings held on November 27, 2025 and December 24, 2025; specific observations were given.
  3. The building plans proposal for a residential building (comprising of basement + Ground + 3 floors) received (online) at the formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC letter no. OL-23122523029 dated 30.12.2025. Based on the submission made, the following observations are to be complied with:

a) It has been observed that the submission has been resubmitted without addressing the previous observations outlined in DUAC letter no: OL- 23122523029 dated 30-12-2025. The previous observations of the Commission are being reiterated i.e. 

“….b) It was observed that the same credentials have been used for the owner and the architect, with the mobile number and email remaining the same. The correct credentials shall be submitted.

c) It shall be ensured that the horizontal band running around the windows/doors is discontinued at the base where it meets the ground perpendicularly and is provided only at the top, in conjunction with the vertical elements, to enhance the aesthetic quality of the façade.

g) Part sections have been provided. It was suggested that complete end-to-end sections (including XX and YY) be provided to understand better the design scheme, including the façade, elevational features, and material applications. 

h) Elevations shall be enhanced by incorporating architectural elements, forms, and materials that reflect the traditional heritage of Shahjahanabad, thereby augmenting their aesthetic appeal….”

To facilitate consideration of the proposal by the Commission at the formal stage, it shall be ensured that complete and proper documentation, including details of previous compliances, is submitted. The submission shall also clearly mention the correct particulars of the owner and the architect.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, needs improvement and is incomplete and therefore was not considered by the Commission. The architect is advised to adhere to all the above observations and those furnished in the DUAC observation letter no. OL-23122523029 dated 30.12.2025 and provide a point-by-point incorporation and response.
