C. PROJECT PROPOSALS: |
| 1 | Completion plans in respect of “Dharamshila Hospital and Research Centre at Chilla, Dallupur”. | |
- The East-DMC forwarded (through email) the proposal for consideration by the Commission.
- The Commission approved layout and building plans proposal (phase-I) at its meeting held on December 29, 1991 and approved the revised layout and building plans proposal (phase-II) at its meeting held on May 26, 2005.
- The proposal for NOC for completion (Phase-I and Phase-II) received (through email) at the completion stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, and the discussion held, the following observations are to be complied with:
a) It has been observed that the contact details provided by the Architect (mobile number) are incorrect, and the particulars of the Owner are not furnished in the submission. This lack of information affects communication and coordination between the Commission and the concerned architect/proponent. Accordingly, it shall be ensured that the revised submission includes complete and updated details of both the Architect and the Owner, including their names, contact numbers, and email IDs, for proper documentation and correspondence.
b) The proposal has been submitted at the completion stage but an appropriate number of photographs of the actual built construction associated with every block, to substantiate the actual work executed at the site, has not been provided. Cropped photographs of the completion plan proposal have been submitted which do not clearly indicate the required details. The proposal being at the Completion stage needs to provide uncut/clear photographs of every block (phase-I & II) including internal photographs, along with their nomenclature, for which completion has been applied to substantiate an actual work executed at site including boundary wall, gate, parking, landscape, elevational façade, and screening of services etc.
c) It has been observed that the submitted drawings, marked as ‘current proposed’ do not correspond with the as-built condition at site, thereby resulting in discrepancies, as it does not include superimposed drawings comparing the as-built condition with the approved submission. Approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC) in a different colour, to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.
d) Also, it has been observed that the submitted drawings contain discrepancies; the sections indicate provision of stack parking, parking provisions in the basement whereas the corresponding plans do not reflect the same. It shall be ensured that coordinated and consistent drawings, including plans, elevations, and sections, are submitted to present a coherent and accurate representation of the proposal.
e) For a better understanding of the proposal, all sides photographs i.e. ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.
f) The Architect informed the Commission that the NOC for completion from the local body has been obtained for Phase-I; however, the relevant documentation is not available in the Commission’s records. In order to ensure updated records, the Architect is requested to furnish a copy of the said NOC as part of the revised submission for the information and record of the Commission.
- Overall, an incomplete submission along with discrepancies has been received at the Completion stage for the consideration of the Commission. The architect is advised to adhere to all the above and furnish a point-by-point incorporation and response.

| 2 | Building plans proposal for “Proposed additions and alterations at Dhanpothwar CGHS Ltd. on plot no. 17, Sector-12, Dwarka Phase II”. | |
- The South-DMC forwarded (through email) the proposal for consideration by the Commission.
- The Commission approved the layout and building plans at its meeting held August 20,2002, and issued NOC for Completion plans proposal at its meeting held on August 26, 2008. The Commission accepted the conceptual plans proposal at its meeting held on December 11, 2025; specific observations were given.
- The building plans proposal for additions and alterations (extension of living room, study room along with extension of balconies) received (through email) at the formal stage was scrutinised. Based on the submission, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
c) Appropriate provisions for drying clothes, accommodating outdoor air conditioners, and their screening mechanisms shall be made so as not to affect the aesthetics of the façade. All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

| 4 | Building plans proposal in respect of “Proposed construction of additional lift at Nirvachan Sadan at Ashoka Road”. | |
- The CPWD forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal (for the addition of a Conference Hall) at its meeting held March 21, 2024; specific observations were given.
- The building plans proposal (proposed construction of additional lift at Nirvachan Sadan) received (online) at the formal stage was scrutinised. Based on the submission, the following observation is to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) It shall be ensured that the external façade of the proposed lift is designed to match the existing façade, to maintain architectural uniformity and visual coherence.

| 5 | Proposal for additions and alterations in respect of “8 Babar Road, Delhi 110001”. | |
- The NDMC forwarded (online) the proposal for consideration by the Commission.
- No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
- The building plans proposal for additions and alterations received (online) at the formal stage was scrutinised. Based on the submission including drawings, documentations, photographs etc., the following observations are to be complied with:
a) The property falls in under LBZ guidelines are applicable in this case. And thus, the entire proposal shall adhere to all the norms/regulations of the prevailing LBZ guidelines.
b) All parking provisions shall comply with all applicable norms/guidelines/regulations, and other relevant requirements.
c) The submission indicates the provision of air-conditioning units on the terrace in the form of a VRV system. It shall, however, be ensured that appropriate screening measures are provided for any outdoor air-conditioning units, should such installations be undertaken in the future. Similarly, appropriate provisions for drying clothes, and their screening mechanisms shall be made so as not to affect the aesthetics of the façade.
d) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

| 6 | Completion plans proposal in respect of (part 16th, 17th, 18th floors) Commercial Complex at “Plot no. F5, Wazirpur District Centre, NSP, Pitampura, New Delhi”. | |
- The DDA forwarded (through email) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on April 03, 2007, and subsequently accepted the NOC for Completion plans at its meeting held on January 05, 2011. The Commission further approved the addition of three floors (16th, 17th & 18th) at its meeting held on June 03, 2021.
- The Commission did not accept the proposal for NOC for the completion plan (Part- 16th, 17th & 18th) proposal at its meetings held on October 16, 2025, December 11, 2025 and February 5, 2026; specific observations were given.
- The proposal for NOC for the completion (Part- 16th, 17th & 18th Floors) received (through email) at the completion stage, was scrutinised, along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no OL-02022648065 dated 12.02.2026. Based on the submission made, including drawings, documentations, photographs, videos and replies submitted the following observations are to be complied with:
a) It has been observed that the submission has been resubmitted with partial addressing of previous observations outlined in DUAC letter no. 02022648065 dated 12.02.2026 especially related to the fixing of glass glazing on the upper floors. The same is reiterated as under:
“b)……It was observed from the submitted site photographs that glazing on the upper floors has not been fixed, rendering the submission incomplete. It shall be ensured that all construction works, including the fixing of glass in doors and windows, are duly completed and provided to ensure the safety of users at NOC for completion stage….”
The Commission observed, from the photographs submitted, that a portion of the façade at the upper floor still remains without glass glazing. The same shall be duly installed and completed prior to the issuance of the NOC for Completion, to ensure the safety of occupants at the upper floors as well as aesthetics considerations.
Also, it shall be ensured that the material used on the external façade of the 16th, 17th and 18th floor is same as that used on the existing facade to maintain architectural uniformity and visual coherence.
- Overall, an incomplete submission has been received along with non-compliance of the previous observations as furnished in DUAC letter no. 02022648065 dated 12.02.2026. The architect is advised to adhere to all the above observations and those furnished in DUAC letter no: 02022648065 dated 12.02.2026 and provide a point-by-point incorporation and response.

| 7 | Proposal in respect of “Revision of Location of Public Toilet at Hindu College, University of Delhi”. (Conceptual stage) | |
- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- The Commission approved the layout of Hindu College at its meeting on September 30, 2009.
- The Commission approved the addition of new faculty block at its meeting held on 28.04.2022, and approved the redevelopment of Boys hostel at its meeting on July 27, 2023. The Commission did not accept the revision of location of public toilet at Hindu College (conceptual stage) at its meeting held on February 5, 2026; specific observations were given.
- The proposal for revision of location of Public Toilet at Hindu College received (online) at the conceptual stage was scrutinised along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no OL-27012627004 dated 12.02.2026. Based on the submission made and replies submitted by the architect, the following observation is to be complied with:
a) It shall be ensured that all relevant dimensions, including the distance of the proposed toilet block from the boundary wall, are clearly indicated in the proposal submitted at the formal stage, to ensure a comprehensive submission.
b) Universal accessibility as applicable stipulated under the UBBL for Delhi 2016 shall be ensured by the local body.
c) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in. | | Found conceptually suitable (not limited to these observations).
