C. PROJECT PROPOSALS:

1Building plans proposal for additions & alteration in respect of property no. 4435-36, plot no.3, situated at no. 7, Ansari Road, Daryaganj, New Delhi.
  1. The South-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building plans proposal for additions and alterations (comprising of alterations in existing façade and proposed third floor) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The Commission noted that the proposal pertains to the addition of a third floor over an existing building comprising a basement, ground floor, first floor, and second floor. However, the submission does not clearly indicate whether the existing development has been sanctioned by the Commission or the concerned local authority. Copies of the previous approvals/sanctions obtained from the concerned local authority shall be submitted along with the revised proposal to facilitate a proper understanding of the proposed intervention and to ensure complete documentation of the project.

c) The submitted 3D views indicate a comprehensive change to the building façade while retaining the existing basement, ground floor, first floor, and second floor. However, the proposed elevational modifications shown in the 3D views do not correspond with the existing site photographs. Further, the proposed façade modifications have not been consistently reflected in the respective floor plans, resulting in inconsistencies within the submission.  The revised submission shall clearly depict all proposed additions and alterations in the plans, elevations, sections, and other relevant drawings, with appropriate colour coding and legends distinguishing the existing and proposed works, to ensure clarity, consistency, and a comprehensive assessment of the proposal by the Commission.

d) The 3D views depict screening on the side elevation using red sandstone jaali. However, considering that the plot is surrounded by existing buildings of approximately 3–4 storeys on either side, the proposed screening on the side façades does not appear to be feasible. The proposal shall be revised to reflect the prevailing site context, and corrected 3D views shall be submitted depicting only those architectural elements that are feasible.

e) The basement, ground floor, first floor, and second floor have been shown as existing, including an existing lift provision. However, the submission does not include site photographs of the basement or the existing lift, making it difficult to adequately assess the existing conditions. The revised submission shall include updated, uncut site photographs from all sides of the property, including the basement, lift, terrace, and other relevant areas, to clearly depict the existing site conditions and facilitate a comprehensive assessment by the Commission.

f) The proposed dimensions of the existing and proposed lifts do not appear to conform to the applicable standards and relevant statutory provisions. It shall be ensured that the lift design, including its dimensions and associated requirements, is revised in accordance with the applicable codes and standards. Further, the proposed lift lobby appears to be inadequate in width. The lift lobby dimensions shall also be suitably revised to ensure safe, efficient, and functional access.

g) It has been observed that the kitchen and toilet do not receive adequate natural light and ventilation. It shall be ensured that all habitable and service areas, including the kitchen and toilet, are provided with natural light and ventilation in accordance with the applicable provisions of the Unified Building Bye-Laws, 2016.

h) It was observed that a toilet has been proposed at the terrace floor level; however, the same is not reflected in the elevations and 3D views. It shall be ensured that the submission is complete and consistent, with the plans, elevations, sections, and 3D views accurately reflecting the spaces on all floors.

i) Considering the extensive alterations proposed to the existing structure, including the basement, and the site's location within a densely built-up area, the construction activities may have implications for the structural stability of the existing building and adjoining properties. The concerned local body shall ensure that appropriate structural safeguards, excavation support measures, and construction safety precautions are implemented to prevent any adverse impact on the existing and neighbouring structures during the execution of the works.

j) The provisions for road widening and overhead projections shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

k) The details of the parking arrangement have not been provided in the submission. A detailed parking layout plan, clearly indicating its functioning and circulation, shall be submitted as part of the revised submission to demonstrate the functional adequacy of the proposed parking. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

l) The proposed terrace plan shall clearly indicate all rooftop services, including solar panels, overhead water tanks, and other services, along with the proposed screening mechanism for the same. All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

2Completion plans proposal in respect of (Part - Boys Hostel and Faculty Block) at Hindu College, University of Delhi.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the addition of faculty block at its meeting held on April 28, 2022 and Redevelopment of Boys’ Hostel at its meeting held on July 27, 2023 specific observations were given.
  3. Further, the Commission did not accept the Part NOC for Completion (Boys’ Hostel and Faculty Block) at its meetings held on June 10, 2026 and June 30, 2026 specific observations were given.
  4. The proposal for Part NOC for the completion (Part - Boys Hostel and Faculty Block), received (through e-mail) at the completion stage, was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-09062649031 dated 03.07.2026. After considering the revised submission, including the previous NOC for Completion, drawings, supporting documentation, site photographs and replies submitted the proposal for NOC for Completion (Part - Boys Hostel and Faculty Block) is accepted.

3Building plans proposal for additions & alterations in respect of Residential building at plot no. 1042, Ward no. V, Gali Hira Nand, Maliwara, Chandni Chowk, Delhi – 110006.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building plans proposal for additions and alterations in residential building (alterations in existing ground and proposed basement, first, second and third floors) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The Commission noted that the proposal pertains to the alterations in existing ground floor. However, the submission does not clearly indicate whether the existing development has been sanctioned by the Commission or the concerned local authority. Copies of the previous approvals/sanctions obtained from the concerned local authority shall be submitted along with the revised proposal to facilitate a proper understanding of the proposed intervention and to ensure complete documentation of the project.

c) The submitted site photographs do not clearly identify the building under consideration, as they are not annotated. The photographs shall be appropriately marked to clearly indicate the building for which approval is being sought, thereby facilitating an effective review of the proposal.

d) The basement level plan does not correctly depict the staircase, as the levels shown are inconsistent. The drawing shall be revised to reflect the correct levels. In addition, a revised sectional drawing through the staircase shall be submitted to clearly demonstrate its functioning, as the section presently submitted indicates that the required headroom beneath the landing may not be available.

e) The proposal does not indicate proper drainage mechanism for rainwater at the terrace level. Appropriate rainwater drainage details shall be incorporated along with details of the proposed screening mechanism.

f) It was observed that the ground-floor toilet is proposed to be ventilated through a passage that is covered at the upper floors. It shall be ensured by the local body that adequate light and ventilation are provided to all areas in accordance with the applicable provisions of the Unified Building Bye-Laws, 2016.

g) Considering the extensive alterations proposed to the existing structure, including the basement, and the site's location within a densely built-up area, the construction activities may have implications for the structural stability of the existing building and adjoining properties. The concerned local body shall ensure that appropriate structural safeguards, excavation support measures, and construction safety precautions are implemented to prevent any adverse impact on the existing and neighbouring structures during the execution of the works.

4Building plans proposal in respect of Residence at 4345/2 Madan Mohan Street Ansari Road, Daryaganj.
  1. The South-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of the building plans proposal received at conceptual stage at its meeting held on June 18, 2026; specific observations were given.
  3. The building plans proposal for residential building (comprising of basement + stilt + ground + 3 floors and a terrace) received (through OPAAS) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The proposal pertains to the demolition and reconstruction of the existing building. The existing structure, comprising the ground floor, mezzanine floor, and terrace, is proposed to be demolished in its entirety.

b) Considering the extensive alterations proposed to the existing structure, including the basement, and the site's location within a densely built-up area, the construction activities may have implications for the structural stability of the existing building and adjoining properties. The concerned local body shall ensure that appropriate structural safeguards, excavation support measures, and construction safety precautions are implemented to prevent any adverse impact on the existing and neighbouring structures during the execution of the works.

c) The provisions for road widening and overhead projections shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of Residential building at 4782/1 Plot No 8 Block-A, Daryaganj New Delhi.
  1. The South-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal received at conceptual stage at its meetings held on June 25, 2026 and July 10, 2026; specific observations were given.
  3. The building plans proposal for residential building (comprising of Basement + Stilts + Ground + three floors) received (through OPAAS) at the formal stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL- OL-30062627028 dated 21.07.2026. Based on the submission made, including drawings, documentations, photographs and replies submitted, the following observations are to be complied with:

a) Considering the extensive alterations proposed to the existing structure, including the basement, and the site's location within a densely built-up area, the construction activities may have implications for the structural stability of the existing building and adjoining properties. The concerned local body shall ensure that appropriate structural safeguards, excavation support measures, and construction safety precautions are implemented to prevent any adverse impact on the existing and neighbouring structures during the execution of the works.

b) The provisions for road widening and overhead projections shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

6Building plans proposal in respect of “Proposed Tamil Nadu State Guest House on plot no. 4, Sector-10, Phase-I, Dwarka, New Delhi.”
  1. The DDA forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The building plans proposal for (proposed Tamil Nadu State Guest House comprising of 03 basement levels (B1, B2, and B3), Ground Floor, and 09 upper floors) received (through OPAAS) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) As the proposal pertains to a State Guest House located at a prominent site, it is expected to make a significant contribution to the surrounding urban fabric and cityscape. The Commission observed that the proposed façade appears generic and does not adequately convey the architectural character and identity of the State of Tamil Nadu. Considering the representative nature of the building, the façade and overall architectural expression shall be suitably revisited to incorporate design elements that appropriately reflect the cultural and architectural identity of Tamil Nadu, while maintaining a contemporary and contextually appropriate design language.

b) In view of the above, alternate design options shall be explored and submitted, appropriately reflecting the architectural character and cultural identity of the State of Tamil Nadu. The revised proposal may be submitted at the Conceptual Stage, along with the requisite updated drawings, design rationale, and other supporting details, to facilitate a comprehensive review by the Commission.

c) The planters proposed within the internal courtyard at the third-floor level are not consistently reflected across the submitted plans and sections, resulting in an incoherent submission. The proposal shall be revised to ensure consistency across all drawings, with all proposed planters accurately represented. Detailed drawings shall also be submitted indicating the planter design, dimensions, fixing mechanism (where applicable), drainage arrangement, waterproofing measures, and maintenance strategy.

d) As the proposal comprises substantial landscape areas, including at the ground, second, and third floor levels, a comprehensive landscape plan shall be submitted. The submission shall include a detailed landscape plan at an appropriate scale, clearly indicating the hardscape and softscape areas, existing and proposed trees, species, plantation details, site levels, and other landscape elements (in terms of points nos. 6 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) Details of gate/boundary wall/Swachh Bharat toilet are missing in the submission. As these spaces constitute an important interface with the public realm, their design shall be further refined to ensure better visual quality, and integration with the overall architectural character of the complex. Appropriate number of plans/elevation/section and 3d views to be submitted for the elements.

f) It was observed that the proposed restaurant at the first-floor level is accessible only through the staircase and the service entry, which does not appear to provide convenient access for users. A more appropriate access arrangement shall be proposed to ensure safe and convenient accessibility.

Further, the intended seating capacity, furniture layout, and associated service arrangements of the restaurant shall be clearly indicated. Since the first floor is served by a pantry, detailed drawings of the pantry, including its operational layout and the proposed solid waste management mechanism, shall also form part of the revised submission to facilitate a comprehensive assessment by the Commission.

g) The submission does not include adequate details of the proposed Multipurpose Hall. The revised submission shall include the seating layout, seating capacity, and longitudinal and cross sections of the hall. The drawings shall clearly depict the seating arrangement, circulation, floor levels, stage (where applicable), and other relevant functional elements to enable a comprehensive assessment of the proposal by the Commission.

h) Typical furniture layouts for rooms on all floors shall be submitted to demonstrate the proposed functional planning in relation to the building services, openings, and façade design. The layouts shall clearly establish the functional usability of the spaces and their relationship with fenestration and the overall building elevation, thereby facilitating a comprehensive assessment of the proposal.

i) A combined mobility circulation plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside is to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

j) It was observed that the service shafts serving the rooms on the 3rd to 9th floors terminate at the 3rd-floor level in the submitted drawings. The revised submission shall clearly detail the continuation and termination of all associated service pipes below the 3rd floor through appropriate sectional drawings, indicating how these services are routed and accommodated within the lower floors.

k) Comprehensive details of all building services, including the generator exhaust system, air-conditioning mechanism, and the proposed screening of services, shall be clearly indicated in the revised submission through appropriate drawings.

l) Details of the proposed ramp covering, if any, including its material specification, drainage arrangement, structural support, and maintenance mechanism, shall be provided in the revised submission.

m) Detailed façade skin sections shall also be provided to explain the construction, and materiality, of the proposed building envelope. The revised drawings shall be consistent with the revised 3D views for coherence in the proposal.

n) Details of terrace-level services, including the provision of solar panels, are missing from the submission. The revised submission shall clearly indicate the location and orientation of the proposed solar panels, along with all other terrace-level services, including air-conditioning units.

o) An architectural pyramid-like feature is proposed over the central courtyard at the terrace level, as shown in the bird's-eye view, and appears to serve as a skylight. However, no supporting details regarding its design, dimensions, material palette, structural system, construction methodology, or architectural intent have been provided. Considering its prominence within the overall composition of the building, the revised submission shall include the requisite plans, sections, elevations, detailed drawings, material specifications, and other relevant information to enable a comprehensive assessment of its architectural character and visual impact by the Commission.

p) The submission does not adequately elaborate the proposed material palette, including details of stone finishes, window materials, colour scheme, and other façade finishes. As materiality significantly influences the architectural character, visual quality, and urban aesthetic of the development, comprehensive details of the proposed materials and finishes shall be provided. It is further recommended that durable and permanent materials and finishes be adopted to minimise maintenance requirements and enhance the longevity of the building. Accordingly, the elevations, 3D views, and other relevant drawings shall be revised to clearly depict the proposed material palette.

q) The drawings have errors including wrong annotation including W4 on all floor plans, which shall be corrected.

r) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

s) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, drying of clothes etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

t) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in.

u) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. Also, the architect is advised to resubmit the proposal at conceptual stage for an in-depth and comprehensive review. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

7Building plans proposal for additions and alterations in respect of SHIAM CGHS Ltd., plot no. 5D, Sector-11, Dwarka.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its February 1, 2001, meeting and subsequently accepted the NOC for Completion at its March 30, 2009, meeting.
  3. The building plans proposal for additions and alterations (addition of bedroom, toilet, and addition/extension of balconies) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings, documentations and photographs submitted, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The submitted site photographs do not clearly explain the location of the buildings within the site. The revised submission shall include annotated site photographs along with a key plan indicating the location and direction of each photograph, to make the proposal clear and self-explanatory.

c) As the proposal involves additions and alterations to the existing building, the submitted 3D views do not adequately depict the proposed interventions in relation to the existing structure. The revised submission shall include superimposed views of the proposed interventions over the actual existing building to provide a realistic representation of the proposed modifications. The views shall be appropriately annotated, indicating the proposed materials and finishes, with suitable colour coding and legends distinguishing the existing and proposed works, to facilitate a comprehensive assessment of their visual and architectural impact.

d) Detailed façade skin sections shall also be provided to explain the construction, and materiality, of the proposed building envelope including screening mechanisms. The revised drawings shall be consistent with the revised 3D views for better understanding of the proposal.

e) It was observed that the service shaft adjoining the proposed toilets appears to be inadequate in size for a ten-storey building. The service shafts shall be suitably designed and dimensioned to accommodate all plumbing and rainwater services associated with the existing and proposed development, including the toilets, balconies, and terrace, while ensuring accessibility for installation and maintenance, in accordance with the applicable codes and statutory provisions.

f) The submission does not indicate the proposed arrangements for screening outdoor air-conditioning units and providing dedicated clothes-drying facilities within the existing and proposed balconies. Appropriate design interventions shall be explored that such services are suitably integrated and screened to maintain the architectural character and visual aesthetics of the development.

The revised submission shall incorporate these details in the plans, elevations, sections, and 3D views, with appropriate material specifications and architectural detailing, to ensure that such service elements are effectively screened and integrated without adversely affecting the overall façade treatment and architectural character of the building.

g) The extensive use of temporary materials to cover balconies across the entire complex has been observed, detracting from both the visual appeal and urban aesthetics. These temporary coverings shall be removed. These temporary coverings shall be replaced with permanent, well-integrated design solutions that adequately address the functional requirements of the residents.

The revised submission shall incorporate appropriate architectural interventions and screening mechanisms to ensure that such elements are harmoniously integrated with the façade, thereby maintaining the visual quality and overall character of the development.

h) The additional parking required on account of the proposed additional FAR shall be clearly indicated in the parking plan. The revised submission shall also include a detailed bifurcation of the parking calculations for clarity. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

i) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.

j) It was observed that the location of the public toilet etc., are also part of the formal submission, but their detailed drawings (including screening mechanism, elevations, sections, 3D views, etc.) have not been submitted. The Commission observed that these components have a bearing on the complex's overall visual, urban, and aesthetic quality. The same is to be revised appropriately and incorporated for review by the Commission.

8Building plans proposal for additions and alterations in respect of Assembly Building at South India Club, Mandir Marg.
  1. The NDMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions/alteration in respect to South India Club at Mandir Marg at its meeting on January 11, 2012.
  3. The Commission did not approve the building plans proposal for additions & alterations at its meeting held on March 5, 2026; specific observations were given.
  4. The building plans proposal for addition/alteration (modification to the façade of existing building and addition of new building comprising of 2B+G+5 floors) received (through email) at the formal stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-22022624006 dated 12.03.2026. Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) It is observed that the toilet provided on the first floor appears to be larger than required. The area shall be rationalised in accordance with the functional requirements of the building to ensure efficient space utilisation.

c) It shall be ensured that the lecture rooms and other rooms (on all floors) are provided with two doors in accordance with the relevant fire safety requirements.

d) Since the proposed building is an extension and continuation of the existing building, the proposed additions shall be executed with architectural treatment, materials, finishes, colours, paint, and detailing that are fully compatible with the existing structure, ensuring visual harmony, continuity, and a unified architectural character. All architectural elements shall match the existing building and shall be verified at the time of completion.

e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

f) No exposed plumbing, rainwater, or other service pipes, service equipment, DG sets, DG exhaust pipes, water tanks, air-conditioning units, solar panels, or similar utilities shall be permitted on the external façades. All such elements shall be appropriately concealed and integrated within the architectural design in accordance with Points 10, 11, and 12 of the CPAA (Criteria for Project Assessment and Approval), as available on the DUAC website, and shall be verified at the time of completion.

9Demolition and reconstruction of proposed residential building on 48, Golf Links.
  1. The NDMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal for additions/alterations at its May 2, 2001, meeting and subsequently accepted the NOC for Completion at its December 18, 2002, meeting.
  3. The building plans proposal for demolition and reconstruction (comprising of existing basement+G+3 floors) received (through email) at the formal stage was scrutinised. Based on the submission made, including drawings and photographs submitted, etc., the following observations are to be complied with:

a) The property falls within the jurisdiction of the prevailing LBZ Guidelines. The Architect shall ensure that the proposal complies with all applicable provisions, norms, and regulations stipulated therein. The ground coverage, total built-up area, and all other applicable development controls shall be verified by the concerned local authority and ensured to be in conformity with the prevailing LBZ Guidelines.

b) It is noted that the present submission pertains to a residential building comprising a basement, ground floor, and three upper floors, wherein the existing basement and the servant quarter (G+2) are proposed to be retained while the upper floors are proposed to be demolished and reconstructed.

c) As indicated in the submission presented to the Commission, the retained servant quarter forms part of the existing campus and is located in close proximity to the proposed building, its architectural character and condition are relevant to the overall assessment of the proposal.

d) Accordingly, the submission shall be supplemented with its current status, clear site photographs from all sides, the distance from the proposed building, and details of its connectivity. It shall also be ensured that the architectural treatment, façade design, materials, finishes, and colours of the retained servant quarter are compatible with the proposed building so as to maintain visual harmony and a cohesive architectural character throughout the complex. Also, the structural safety of the retained structure to be ensured by the respective local body.

e) It was observed that the plot size provides adequate scope for a more efficient planning and design layout. Accordingly, the planning of all floors shall be revisited and rationalised to improve functionality and optimise the utilisation of the available space. Further, it was observed that the rooms on all floors have been provided with common toilets. Considering the availability of adequate space, the feasibility of providing attached toilets may be examined to enhance the functionality and user convenience of the proposed development.

f) The submission does not adequately indicate the parking layout, including the number of vehicles proposed to be accommodated, vehicular circulation. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

g) Further, the landscape proposal shall be supplemented with detailed information on the proposed plant species, drainage system, pergola design, paving materials, and other associated landscape elements. The revised submission shall clearly incorporate these details in the relevant landscape plans, sections, elevations (where applicable), and other supporting drawings to facilitate a comprehensive assessment by the Commission.

h) The proposal indicates that the existing basement is proposed to be retained, while the upper floors are to be demolished and reconstructed. In view of the retention of an existing structural component as part of the proposed development, the revised submission shall include a detailed structural scheme, clearly demonstrating the structural integrity, safety, and compatibility of the retained basement with the proposed superstructure. The submission shall also explain the proposed construction methodology and any strengthening measures, wherever required, to facilitate a comprehensive assessment by the Commission.

i) It is observed from Section AA' that the floor-to-floor height of Living Room 2 is indicated as 2.75 m. Considering the space required for services such as air-conditioning ducts, conduits, and the false ceiling, the proposed clear height may be inadequate. Accordingly, the floor-to-floor height shall be reviewed and increased, if required, to ensure adequate functional clearance and compliance with applicable unified building bye laws 2016.

j) The submission does not adequately elaborate the proposed material palette, including details of stone finishes, window materials, colour scheme, and other façade finishes. As materiality significantly influences the architectural character, visual quality, and urban aesthetic of the development, comprehensive details of the proposed materials and finishes shall be provided. It is further recommended that durable and permanent materials and finishes be adopted to minimise maintenance requirements and enhance the longevity of the building. Accordingly, the elevations, 3D views, and other relevant drawings shall be revised to clearly depict the proposed material palette.

k) As the proposal is under formal consideration, comprehensive details of the guard room, boundary wall, entrance gate, and other associated site elements are missing in the submission shall be provided. The submission shall include detailed plans, elevations, sections, 3D views, and material specifications to enable a comprehensive assessment of the proposal.

l) The submission does not clearly indicate the mechanism for screening service elements, including clothes drying areas, VRV units, rainwater pipes, and other exposed utilities. As exposed services would adversely impact the visual character of the building, particularly the façade, appropriate screening measures shall be incorporated. Accordingly, the plans, elevations, sections, and 3D views shall be revised to clearly reflect the proposed screening mechanism.

m) The revised submission shall clearly indicate the complete rainwater drainage system for all floors, including the terrace. Details of the proposed rainwater pipes, drainage arrangements, and their integration with the overall service layout shall be clearly depicted in the relevant drawings. The proposed screening of the rainwater pipes shall also be reflected in the revised plans, elevations, sections, and 3D views.

Building plans proposal in respect of “Proposed Middle School at Aram Bagh” for Samarth Shiksha Samiti. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (through OPAAS) for consideration by the Commission.
  2. The Commission did not approve the building plans proposal received at formal stage at its meeting held on June 18, 2026; specific observations were given.
  3. The building plans proposal for (comprising of B+G+3 floors) received (through OPAAS) at the conceptual stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-15062623021 dated 25-06-2026. Based on the submission made, including drawings, photographs and replies submitted, etc., the following observations are to be complied with:

a) The location of the proposed ramp and the provision of ramp covering within the setback area shall be verified by the concerned Local Body to ensure compliance with the applicable provisions of the Unified Building Bye-Laws and other relevant statutory regulations.

b) It was observed that the windows provided in the front staircase are shown as recessed in the 3D views; however, the same is not reflected in the submitted plans. The proposal shall ensure coherence, including plans, elevations, sections, and 3D views, so as to avoid any discrepancies at the formal submission stage.

c) Since the proposal pertains to a school, adequate barrier-free access for all users, particularly students, shall be ensured in accordance with the applicable accessibility norms and clearly indicated on the submitted plans at the formal stage. A comprehensive circulation and mobility plan depicting seamless, conflict-free pedestrian, vehicular, and fire tender movement to all parts of the building shall also be submitted to demonstrate safe and efficient site circulation. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement with due consideration to point No. 16, 17 the CPAA (Criteria for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in

d) The proposed artwork appears fragmented and inadequately proportioned to the building façade. It shall be ensured that the artwork is suitably scaled and positioned to integrate with the architectural design of the building without marring its overall aesthetics.  It shall be ensured that the proposed artwork is executed using durable and permanent materials to minimise maintenance requirements and ensure its long-term durability and longevity. The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) It shall be ensured that the provisions of the Swachh Bharat Public Toilet, along with all requisite documentations including plans, elevations, sections, 3D views, and other relevant drawings of the Swachh Bharat Public Toilet, boundary walls, guard rooms, main gates, and associated site structures, shall be submitted in the formal stage submission.

g) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response in the next submission (formal stage).

Found conceptually suitable (not limited to these observations).
The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.
